September 8, 1992
MEMBERS PRESENT: Hub Klein, Linda Sniezek, Daniel
Nierengarten, Bud Reber, Kurt Schneider, S. Kathleen
Kalinowski. Ken Hiemenz absent.
OTHERS PRESENT: Council Liaison Stephanie Hazen,
Clerk/Administrator Rachel Stapleton, Fred Sandal, APO.
Chairman Hub Klein called the meeting to order at 7:40 p.m.
on Tuesday, September 8, 1992. Fred Sandal, APO Planner
presented the first draft of the Comprehensive Plan. He
reviewed the table of contents, tables, exhibits, and
introduction. The growth and change of the community calls
for revisions of the original 1979 Plan. S. Kathleen
reminded Fred that the City has an annexation in process and
the final Plan should reflect the changes to be current.
The table on per capita compares St. Joseph to other cities
in the area. Accuracy of the final census figures should be
checked. Analysis of population and housing demographics is
1990 census data. There was more growth from 1987 -1990 than
from 1980 to 1986.
Several corrections were requested. The accuracy of names
and ownership, and differentiation between the College of St.
Benedict and the Sisters of the Order of St. Benedict, needs
to be clarified. Move the land use map to the appendix, in
order for the dialogue to flow better. Label the major roads
on the roadway map. Park land and its use was discussed.
Fred stated that the Comprehensive Plan is a guideline for
the next twenty or thirty years, but should be updated as
growth and change will require. The Planning Commission felt
that recommendations for the next five to ten years should be
included, as short term goals.
Linda Sniezek introduced a letter from Four Seasons
concerning the 8-plex. Discussed were the number of
violations from that area, and the responsibility of the
property owner and/or the management company.
