HomeMy WebLinkAbout1993 [03] Mar 01 . . March I, 1993 Pursuant to due call and notice thereof, the Planning Commission for the City of st. Joseph met in regular session on Monday, March I, 1993 at 7:30 p.m. at the Main street Diner and Pizza. MEMBERS PRESENT: Chair Hub Klein; Members of the Commission S. Kathleen Kalinowski, Dan Nierengarten, Kurt Schneider, Marge Lesnick, Andy Brixius. Ken Hiemenz, Council Liaison. Rachel Stapleton, Clerk/Administrator. OTHERS PRESENT: Mayor Bud Reber, Scott Nelson, chuck Scherer, Liz Fischer. Chair Klein called the meetlng to order, and introduced new members Marge Lesnick and Andy Brixius. SPECIAL USE PERMIT REOUEST: Scott Nelson appeared before the Commission and stated he 1S interested in locating a salvage yard on the Lyman Hull property adjacent to the city maintenance yards. He stated he would remove the existing buildings and instàll any necessary facilities to control ground contamination, as MPCA and EPA would require. Planning Commission required that Mr. Nelson get signed approval from EPA on the property and his plans, to be presented at a hearing on this issue. SCHERER TRUCKING: Chuck Scherer discussed with the Planning Commission his request to construct a storage garage on the Scherer Trucking property. He presented a site plan and stated he will allow a front yard setback of forty feet, and a setback of sixty feet, where the property is adjacent to residentially zoned property, as required by the ordinance. The Planning Commission discussed that the buffer zone between the residential area and the industrial area 1S an area fifteen feet wide, which would include screening, either fencing, trees or shrubs. If less than 15 feet screening ana green area in the buffer zone is requested, it would require a variance. The height ot the proposed building 1S approximately 2û feet at the peak. The Commission questioned if another special use permit is needed or if this request is an extension on the existing one. Chair Klein agreed to consult the City Attorney on this matter. The Planning Commission requested that he prepare information for the next meeting on the following: 1. Plans for the 15 foot buffer zone between the industrial area and the residential area. 2.B~ilding plans. - 3. :L6~ation of the building to provide for a continuous 40 root setback. 4. Proposed area to be blacktopped. NORTHLAND ADDITION: The Planning Commission discussed the park land proposal or 5.56 acres, centrally located in Northland Addition. This includes the 2.66 acres which Pete Rothfork has donated directly to the City, and the $2,700 donation oÍ the developer in lieu of park land. The Commission also agreed to the plan because they felt one larger park, rather than several small ones, served the area best. Kalinowski made a motion to accept Page ~ March 1, 1993 the proposed park plan as laid out, for Northland Addition; seconded by Lesnick. Ayes: Klein, Kalinowski, Nierengarten, Schneider, Lesnick, Brixius, Hi emenz . Nayes: None. Motion carried. COMPREHENSIVE PLAN: A special meeting is set for March 15 to review the draft of the Comprehensive plan with Fred Sanda I . GARAGE SIZE: Hiemenz related to the Commission that the Council did not want to override the Planning Commission and referred the garage Slze and accessory building proposed amendment back to them. The ,.., , . requested consideration of maximum size to be l.."ounC1l established at a percentage of the lot size. Hiemenz presented a proposal which the Commission discussed. Nierengarten made a motion to recommend approval to the City Council, the following amendment to the St. joseph Code of Ordinances - 1992 Edition, Section 52.13, subd. 13 d, Section 52.16 subd. 4 e .. Section 52.1ï Subd 4 :r: , Section 52.19 subd. 3d; seconded by Schneider. Lot/Building Relationship: Zoning lots used for single or two family residence shall have a maximum of one ( 1 ) principal building and a maximum of tow ( 2 ) accessory buildings. One additional accessory building of less than one hundred (100) square feet in area shall be allowed. Accessory buildings can be attached or detached from the principal building subject to Section 52.13, subd. 13 d, Section 52.16 subd. 4 e, Section 52.1i Subd 4 f, section 52.19 subd. 3 d. Accessory buildings s ha 11 not exceed eight percent (8%) 1 at coverage of the zonlng lot. Dog houses, children's play houses, fish houses, tree houses and other similar buildings that are 1 ess than fifty (50) square feet in total area shall not be included 1n the maximum number of accessory buildings allowed nor for lot coverage requirements.
