In preparation for this meeting the St. Joseph Planning Commission requested copies of the Orderly Annexation Agreement and discussed the conditions of annexation. During this review, the Planning Commission noted that the recent request of the Sisters of the Order of St. Benedict to annex to the City of St. Joseph met the qualifications listed in the agreement. The following identifies the three qualifications and the applicability of the annexation request of the Sisters of the Order of St. Benedict (SOSB): 1. A petition for annexation has been received and either 100% of the property owners have petitioned to do so, or the subject property has completed the hearing process as hereinafter set forth, with approval of the proposed annexation being obtained from both the City and Township. Response: The property for annexation is owned by the SOSB, thereby representing 10096 of the property owners as required. 2. The property for which annexation is sought is contiguous to the City Limits. For the purposes of this requirement, "contiguous" shall mean: a. That the property is sought to be annexed abuts property within the City.... Response: The property being discussed is currently adjacent to the Corporate Limits. Minnesota 56374 Phone 3zo.363.7zo~ Fax ;zo.363.o34z The City has immediate ability to extend water and sewer services to the subject property and the property owner has good faith intent to immediately plat the property for which annexation is sought. That following annexation, but before a building permit is issued by the City for the construction of any structures thereon, City water and sewer services must be provided to the structure for which any building permit is sought. Response: The City has the ability to extend water and sewer to this property and the property will be platted upon annexation. The platting of the property is what brought the annexation request to light. The request is purely administrative, not for development purposes. The City of St. Joseph respects the Agreement between the City and Township and is not interested in annexing land just to add land mass. The platting of the SOSB property is a unique situation, and, as the majority of the SOSB property is already located in the City, it would be prudent planning to annex the remaining portion requiring the property owner to go through single platting processes.
