J~1.Sw YH MEETING DATE: April 16, 2009 AGENDA ITEM: APO Technical Advisory Committee (TAC) Meeting Update SUBMITTED BY: Randy Sabart, City Engineer BOARD/COMMISSION/COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: BACKGROUND INFORMATION: The APO TAC met on Thursday, April 9, 2009, and reviewed the following items: 1. APO Staff, Cathryn Hanson, made a brief announcement that there will be an open house presentation at Mn/DOT's Office and Training Center on April 21 (4:00-5:00) for the Greater Minnesota Transit Plan. I understand the 2009 Minnesota Comprehensive Statewide Freight and Passenger Rail Plan will be discussed between 5:00 and 7:00. Dave Engstrom, from Mn/DOT's Office of Traffic, Safety, and Technology (OTSO) made a brief presentation on his office's review/short-listing of Highway Safety Improvement Program projects. A limited number of project submittals from this district were accepted for funding. Dave announced that Mn/DOT will be contracting with a consultant this summer to prepare a state-wide "Road Safety Plan" on acounty-by-county basis. ATP District 3 (counties) has been identified as the first district to be studied. One of the goals of the study is to identify a prioritized list of "proactive" type safety improvement projects that will better meet the focus of the HSIP funding program and the focus of federal transportation bills. Unfortunately, OTSO has not fully expended the funds available to District 3 for safety project submittals based on their evaluation/beliefthat the project submittals do not fully meet the intent of the HSIP federal program. 3. Due to the availability of ARRA (American Recovery and Reinvestment Act) dollars for transit, ATP 2010 dollars that would have been dedicated to transit were freed up. The APO TAC recommended that those freed transit dollars be re-dedicated to MetroBus for the development of their bus shelter program. I understand this allocation will be the first time in 10 years that the APO will be able to fund any type of transit capital. Similarly, due to AARA, the APO will benefit from recovery funding becoming available for transportation projects. The TAC recommended that the $225,972 FY 2012 dollars be dedicated to the St. Cloud 10~' Avenue Bridge project. 4. APO staff, Kirby Becker, questioned if any member agencies were requesting changes (read: removal) of any projects listed on the SAFTEA LU 2 High Priority Project (HPP) list as approved C:\Documents and Settings\sbialke\Local Settings\Temporary Internet Files\Content.0utlookU454UJD9\RCA 040909 TAC Meeting Report.doc by the APO Policy Board. The council may recall during its workshop session in which Scott Mareck made a similar request. If there are projects on the list in which the project sponsor doesn't have the desire to move a project forward if funded, APO staff have requested removal of the project from the list. No project removal requests were made. A bit of good news for a change... At the last meeting I reported on a discussion to change the allocation of federal formula dollars between expansion and preservation type projects. The TAC voted last time to change to a 50/50 percentage with the understanding that the constrained project list would be re-evaluated. The 50/50 scenario removed the North Corridor from the constrained project list. APO staff reviewed the constrained project list based on a number of considerations (including member agency project funding equity). The proposed, revised list re-elevates the North Corridor project (Westwood Parkway to CR 133) to the constrained project list for 2035 plan. The largest impact to other projects involved the removal of the CSAH 75/Roosevelt Road project ($16.7M) from the constrained list. 6. See attached for other handouts/information. Mr. Abraham seconded to approve the minutes as presented. Motion carried. APO TAC MEMBERSHIP 8~ BY-LAW REVISION: Mr. Becker mentioned that the TAC recommended to the Bike & Pedestrian (BP) Committee to consider ex-officio TAC representation. The BP Committee discussed it at their February meeting and thought it was a good idea to participate in TAC meetings. Mr. Abraham moved. Mrs. Teich seconded to amend the APO TAC By-Laws to include a BP Committee representative as an ex-officio (non-voting) member of the TAC. Motion carried. UPDATE ON ST. CLOUD AREA BIKE 8 PEDESTRIAN COMMITTEE: Mrs. Hanson mentioned to the TAC that Tim Mitchell, Mn/DOT Bicycle & Pedestrian Section Director will be presenting at the next committee meeting on March 18, 2009. The meeting will be located at the St. Cloud library and take place from 6-8 p.m. She also mentioned that the committee is working on updating the 2030 BP Plan for the 2035 Transportation Plan and expressed wanting to meet once a month to make sure everything is addressed. May is also national bike month. UPDATE ON FEDERAL STIMULUS FUNDING FOR TRANSPORTATION PROJECTS: Mr. Becker gave a brief presentation and update on the American Reinvestment & Recovery Act (i.e. stimulus bill). President Obama signed the American Reinvestment & Recovery Act on February 16, 2009. The bill totaled $787 billion with $27.5 billion for roads & bridges and $6.5 billion for transit. Minnesota received $502 million of the $27.5 billion for roads & bridges and $92 million of the $6.5 billion for transit. The St. Cloud metropolitan area received over $5 million of the $502 million allocated to the State for roads & bridges and $3.16 million of the $92 million allocated to the State for transit. The two main road & bridge projects that received stimulus money were 28"' Avenue in Waite Park and the Pinecone Road extension in St. Cloud. St. Cloud Metro Bus will use the $3.16 million to fund four large buses, nine small buses, replacement of both a maintenance and operations support vehicles, a new bus washer, upgrade of the ITS stop annunciation system, and installation of fiber optic communications hardware. In total, the St. Cloud metropolitan area received $8.28 million of stimulus money for transportation improvements. All local projects will need to be delivered within 120 days of the President signing the bill. Mr. Voss discussed the Mn/DOT stimulus projects for District 3 Mn/DOT and the APO planning area. Mn/DOT is currently identifying where to program the federal back-fill money that was made available from project being funded with stimulus money. Mr. Howieson mentioned that the APO will be receiving about $180,000 in 2009 of back-fill money and about $225,000 in 2012/13. He mentioned that the TAC should make a recommendation to the Policy Board where money should be reallocated. The methodology will be officially approved by the D3 ATP during the first week of April. O drive/Administrative/Committees/TAC(TAC Minutes 03.05.09 The TAC had a lengthy discussion on where to recommend reallocating the money and a motion was made to give the $180,000 to the Stearns CSAH 51 2009 TIP/STIP project. It is the only eligible road & bridge project in 2009. The two other road & bridge projects were not eligible because they would not make the April 15`h deadline or were funded with stimulus money. The TAC also recommended to support that Metro Bus use the $300,000 of 2010 transit back-fill money for bus shelter replacements. If the ATP did not support Metro Bus using the transit back-fill money, the TAC recommended that Metro Bus use whatever money filtered to the APO in 2010 through the formula process as well as the 2012/13 back-fill money ($225,000). But if the ATP agreed to let Metro Bus use the 2010 transit back-fill money the TAC asked to discuss at the April TAC meeting where to reallocate the 2012/13 back-till money. 2035 FINANCIALLY CONSTRAINED ROADWAY SCENARIOS (95%, 75% 8 50% FUNDING FOR EXPANSION: DAILY TRIPS, VMT, VHT, AVERAGE SPEED 8 CONGESTED LANE MILES Mr. Becker discussed with the TAC results of the three 2035 funding for expansion scenarios and how the vehicle miles traveled (VMT), vehicle hours traveled (VHT), average network speed, and congested lane miles compared to each other and the 2035 augmented network. Below are the results. Scenario A t95% funding for expansion) • 1,317,511 daily trips • 7,800,214 VMT • 296,958 VHT • 26.27 MPH average network speed • 281 congested lane miles (151 LOS E/130 LOS F); 48-mile improvement from the augmented network Scenario B (75% funding for expansion) • 1,317,511 daily trips • 7,798,068 VMT • 296,807 VHT • 26.27 MPH average network speed • 293 congested lane miles (148 LOS E/145 LOS F); 36-mile improvement from the augmented network Scenario C (50% funding for expansion) • 1,317,511 daily trips • 7,817,722 VMT • 303,939 VHT • 25.72 MPH average network speed • 311 congested lane miles (160 LOS E/151 LOS F); 18-mile improvement from the augmented network 2035 FINANCIALLY CONSTRAINED ROADWAY SCENARIOS (95%, 75% 8 50% FUNDING FOR EXPANSION: ELIGIBLE VS. INELIGIBLE PROJECTS After discussing the VMT, VHT, average network speed and congested lane miles for each scenario, the TAC talked about what scenario would make the most sense. Mr. Foss and Mrs. Teich mentioned they would like to see the 50% funding for expansion because they cannot take care of the existing roads. They could utilize the other 50% funding to fund other areas of transportation, including maintenance and preservation. Mrs. Rasmussen, Mr. Sabart and Mr. McCabe all understood allowing for additional money being available for maintenance and preservation projects but expressed that the 75% funding for expansion scenario would be more desirable. They expressed concern primarily because their jurisdictions are growing faster and there being more of a need to fund expansion projects. Mr. Abraham stated that he understood both positions (50% vs. 75%). Mr. Foss moved. Mrs. Teich seconded to recommend the 50% funding for expansion scenario. Motion carried on a vote of 6 to 3 (Kirby Becker: Abstain; Tom Cruikshank, Steve Foss, Kelvin Howieson, Randy Sabart, Bill Schluenz, Jodi Teich: Yea; Kirk Abraham, Bill McCabe, Anita Rasmussen: Nay). The TAC also expressed that they would like to see an alternative(s) that would be inclusive of all APO member jurisdictions. Mr. Becker said he would go back and revise scenario C (50%) to incorporate the TAC's recommendation and bring it back to the April TAC meeting. OTHER BUSINESS: Mr. Becker mentioned that Mn/DOT is having an Environmental Streamlining workshop at the end of March for anyone interested. The workshop is being held at the University of Minnesota, St. Paul campus. It will connect residential areas with Richmond and Sts. Peter & Paul elementary schools. The Westwood Elementary SR2S Project will create a safer environment for students who walk and bike to school as well as other community members who utilize the splash pad/park/playground area adjacent to the school on a daily basis. District 4 550,000 Fergus Falls Infrastructure $50 000 Fergus Falls Safe Routes fo Schoo! Plan The City of Fergus Falls, Fergus Falls Public Schools, and all private schools in the city limits are in need of route planning for student safety. This could include sidewalks, paths, signage and other safety features to facilitate a safe route to school. Metro District $1.049 500 Bloomington Infrastructure $175 000 Bloomington Safe Routes to School Program Bloomington, City and School District, will construct new sidewalk to fill in gaps in the routes to five schools, to increase student safety. There will also be encouragement activities to promote walking and bicycling, and education with the Police. Lakeville Infrastructure $175,000 Clfy of Lakeville Safe Routes to School Program Independent School Districts 192, 194, 196 The City of Lakeville is proposing new trails/sidewalks, crosswalks, innovative pedestrian signing, and bike racks to promote walking/bicycling for seven schools. Non-infrastructure activities are proposed to educate and encourage students to walk/bike to school. Minneapolis Infrastructure $171,540 School Route Mapping Pilot Project Map school routes and distribute maps in the community, focusing on neighborhoods with crime and personal safety issues. Designated routes would be enhanced with signing and pavement markings and would have increased enforcement by the police department. North Branch Infrastructure $171,500 North Branch Area Schools CO RD 74/Hemingway Ave. Safe Route Improvements The proposed project will provide more appealing and safer routes to all North Branch Schools (K-12) and the Trinity Christian School while encouraging lifelong active lifestyles. We will work with the school district to promote a "Walk to School Day" in 2009, and we will conduct an in-depth study of current conditions to find areas of needed improvement. Plymouth Infrastructure $35,000 Wayzata Public Schools !SD 284 Safe Routes to School Wayzata ISD 284 seeks funding to build new sidewalks and trails for three schools to provide continuous connections and promote safe walking and biking to schools. Carr Prottram lvlarrager SUB3ECT: Grade Crossing Safety Program -Section l30 Funding In our continuing efforts to involve local road authorities in improving railroad-highway grade crossing safety, Mn/DOT's Office of Freight and Commercial Vehicle Operations (OFCVO), Railroad Administration Section is requesting local participation in identifying potential grade crossing safety projects for inclusion in the 201 } - 2014 State Transportation Improvement Program (STIP). This solicitation is for State Fiscal Year 201.4 {Z013 and 2014 for the Metro Area). As in the past, the process will include an on-site field review that requires local road authority and railroad participation. This year, on-site reviews will be scheduled between May 1'` and September 30`h, 2009. Requests may be submitted through email or written correspondence and should include the USDOTNO {found on the cross buck post or railroad signal cabinet) and a short description of safety concerns (e.g. restricted sight lines, curved track, new development). Some Mn/DOT Districts may have sent separate solicitation requests for grade crossing safety improvement projects, VVe will still meet with you on-site to review crossings. The following information should be provided by the local road authority during the on-site review: I) The most recent traffc count 2) Plans for any future road work 3) Information and traffic projections for any development Based on these site reviews, OFCVO's Railroad Administration staff may make low cost recommendations (e.g. additional signing, brush clearing) ar forward recommended safety improvements to the local Area Transportation Partnerships {ATP) and TAB for prioritization with other transportation related projects. The local ATPs and TAB determine funding for proposed projects. Rail safety projects that are funded through the local ATPs are typically funded. at 90% federal and 10°l° local match. The only exception is when a road authority closes a public at-grade railroad-highway crossing in their jurisdiction, making the project eligible for 100°!° federal funding.
