HomeMy WebLinkAbout[04c] Memberships~{ crrv or s•r..unhrH Council Agenda Item 4 C MEETING DATE: May 7, 2009 AGENDA ITEM: 2008 Memberships -Requested Action: Authorize the Administrator to notify the Coalition of Greater MN Cities, St. Cloud Chamber of Commerce, MN Mayors Assoc and MN Women in Government of withdrawal of membership. SUBMITTED BY: Administration BOARD/COMMISSION/COMMITTEE RECOMMENDATION: None PREVIOUS COUNCIL ACTION: The Council has been meeting on the budget for 2009 and proposed cuts to Local Government Aid. While it is unknown the amount of LGA that will be lost by the City of St. Joseph, it is certain that a loss will occur with even a larger loss in 2010. Therefore, in anticipation of the upcoming revenue loss, the City Council reviewed all memberships that include payment of dues. The review included the purpose of the membership, benefit received by the City, amount of the annual dues and if the dues have been paid in 2009. BUDGET/FISCAL IMPACT: $ 9,082 budget savings ATTACHMENTS: Listing of Memberships REQUESTED COUNCIL ACTION: Authorize the Administrator to notify the Coalition of Greater MN Cities, St. Cloud Area Chamber of Commerce, MN Women in Government and MN Mayors Association that the City of St. Joseph is suspending their annual membership due to budgetary considerations. Organization Name Mission/Purpose Dues Status St. Cloud Area Planning Gives the City access to Federal Transportation funds. Organization The City received funding for the two corridor studies ~ 6 853 $ 3,426 Pd ' from the APO. Assists with Transportation Planning. I Provides Economic Development services to include St. Cloud Partnership marketing, resource material and networks on behalf $ $,000 $ 8,000 Pd of the City. Joint City Partnership that provides education on water preservation and storm water management. The funds CM Water FdUCdtlOn help pay for marketing and the annual water festival $ 1 570 $ 1 570 Pd held at Millstream Park. All six area Cities belong to , , AiilanCe this organization and pay the same fee. This membership is paid through the Storm water utility and is part of our Storm water permit. Coalition of Greater MN Provides lobbying services, training, resource material, CItIeS labor data bases to include contracts salaries and $ $,507 benefits. I Provides training, resource material, lobbying, routine League of Minnesota ~ reporting during the legislative session, publish $ 5,825 Cities monthly magazine and biweekly bulletin. The City also utilizes the insurances both general liability and work comp through the League. The Initiative Foundation lists their mission as "to unlock the power of Central MN people to build and $ 1,500 Initiative Foundation sustain healthy communities. " The City has utilized the funding of IF for establishing the Farmer's Market and Healthy Community Partnership. The IF also assists with Economic Development if needed. ~ Retired Senior Volunteer Program -This program is through the City of St. Cloud. RSVP reimburses the volunteers for mileage when they work. Work can include taking residents to appointments, to working at RSVP events. Annually the City of St. Cloud sends a request $ 4,400 to the city for funding. The City of St. Cloud pays more to the St. Joseph volunteers then we contribute to St. Cloud. We are only reimbursing St. Cloud for a small portion of the costs. The cost for St. Cloud to operate RSVP in 2009 is anticipated to be $ 25,411. The City has previously agreed to partner with the St. St. Cloud Boys a nd Girls Cloud Boys and Girls Club and contribute up to $ 1,200 Club to a summer rec program. As of this date I have not $ 1 200 seen any program material. However, the resident , that is volunteering to start an evening ball program already has over 70 participants. St. Cloud Area Chamber Provides the City with training, lobbying and support for business retention and location. The St. Cloud I $ 530 Chamber was instrumental in the lobbying for the I additional % cent sales tax. St. Joseph Chamber of Local networking and supporting the efforts of the local !i COmmerCe chamber. Both the Police Chief and Administrator are $ 200 ~$ 200 Pd - members at $ 100.00 each. - Organization Name Mission/Purpose Dues Status League of MN Cities ~ Mayor A55DCiatiOn Provides training and networking for the Mayor S 20 ~ MWCG is an affiliate of the League of MN Cities. MN Women in City MWCG develops programs and sponsors seminars on $ 25 Government (MWCG) current issues. In addition they emphasis building skills i needed to meet the challenges facing Cities today,. All Cities in Stearns County are invited to participate in Stearns Municipal this organization. The goal of the SML is to discuss Dues tvOived League items of mutual concern. Most of the topics discussed f0l' 2009 are more rural in nature and most of the area Cities have opted out of this organization for that reason RST is a coop that provides insurance to Cities and School Districts. The City must belong to this group to Resource Training and receive the discounted health insurance. The savings SOIUtlOnS to the City was significant when we first joined and it $ 141 $ 141 Pd still is today. They also after training at greatly reduced pricing and Cities and Schools can purchase bulk supplies at a discounted rate. MN Government Provides networking and training opportunities for the Finance Officers Assn financial staff. The City currently pays for two $ 120 $ 120 Pd memberships, $ 60 each. Professional Organization. The Minnesota Chiefs of Police Association is a nonprofit, professional membership organization MN Chiefs Of POIICe whose mission is to enhance the quality of police A550CiatiOn leadership in Minnesota. Is recognized as the voice of i $ 180 $ 180 Pd police executives in Minnesota. The Association represents its members on legislative, regulatory and community issues related to crime, public safety and law enforcement Minnesota Crime Prevention Association (MCPA) is a statewide, non-profit organization of citizens, law enforcement officers, and crime prevention practitioners who work together to promote, develop, and advance crime prevention programs. MCPA and $ q5 S 45 Pd MN Crime Prevention its member's foster cooperation, encourage the exchange of information, provide leadership, and seek involvement from all segments of society to expand, improve and develop crime prevention programs throughout Minnesota. Originally each fire MN Smoke Eater fighter received a subscription and it has since been $ 18 $ 18 Pd '. reduced to one subscription which is received t the Fire Hall, available to all members. MN State Fire Chiefs Professional organization that provides for networking As$ociatiOn and training opportunities for Fire Chiefs and command $ 3$5 $ 385 Pd staff. Lake Region Firefighters Fire departments in the mutual aid area meet monthly ASSOCIatIOn to discuss ideas and training opportunities. The dues $ 40 $ 40 Pd also pay for limited training. MN State Fire Professional Organization for the fire fighters that Department Association provides training opportunities and networking. $ 216 $ 216 Pd Professional Organization that deals with Arson and MN Chapter IAAI investigation provides training and education. Two $ 50 $ 50 Pd firefighters are members. The City is required to have a drug testing program for staff that operates heavy equipment. MN Municipal Utilities runs the drug testing program for the City and MN Municipal Utilities we do not pay additional costs. The piece we are $ 366 $ 366 Pd responsible for is arranging the random drug testing. We are part of their pool and they inform the City who __ should be test and when. Professional organization that provides technical assistance for water and sewer. In the past they have MN Rural Water helped the City with a water leak and their dues cover $ 210 $ 210 Pd the fees. They also provide training and newsletters. The City is required to located all underground utilities when someone digs near our line. One call concept One Call Concept keeps the data base and notifies us when someone is $ 100 $ 100 Pd digging. MN Wastewater A professional organization that provides educational Operators Association and license requirements for wastewater operators. $ 15 $ 15 Pd merican Water Works Professional organization that provided educational ASSOCIatIOn and license requirements for water operators. $ 158 $ 158 Pd
