BACKGROUND INFORMATION: The College of St. Benedict is again requesting a liquor license for a
special event to be held on June 26, 2009. The event is known as SaintStock and is for alumni of the
College only. The event is not open to the public. The Ordinance requires notification of the neighbors
within 350 feet of the event. In this case the only mailed notice would have gone to the Monastery of
St. Benedict. The Police Chief has reviewed the requested and has made the necessary staffing
arrangements. Last year the City did receive a noise complaint from some residents on Hill Street. The
City will work with C56 to arrange the speaker system so that it does not carry to the residential
neighborhood.

Public Hearing
City of St. Joseph
The St. Joseph City Council shall conduct a public hearing on Thursday, May 7, 2009 at 7:00 PM
,'~dminlsvato' at the St. Joseph City Hall. The purpose of the hearing is to accept testimony for the proposed
~~d~~ ~'~,~~~~ ~~, outdoor event to be held at the College of St. Benedict on June 26, 2009. This event is also
known as SaintStock.
\~1ayor All persons wishing to be heard will be heard with oral testimony limited to 5 minutes. Written
testimony may be submitted to the City Administrator, City of St. Joseph, PO Box 668, St.

Dear Judy,
I am writing with information about SaintStock 2009 which is scheduled for Friday, June 26'~ at the College of
Saint Benedict, requesting a variance from the City of St. Joseph's ordinance that all live outdoor music must end
by 9:30 p.m.
I arr. requesting on behalf of Saint Ben's a variance for outdoor music to be allowed until midnight. SaintStock is
scheduled to run from 6:00 p.m. to 12:00 p.m. There will be a total of 3 bands playing throughout the evening on
the "mall" area at CSB.
In addition to the music, food and beverages will be available for purchase. Food will be provided by CSB Dining
Services and Gary's Pizza. Beverages will be provided by Bernick's Pepsi but served by CSB's professional
catering staff.
The entire parameter of the event will be fenced off and monitored by CSB security. Once again, SaintStock is
ONLY for CSB/SJU alums and therefore will not be a family event and due to the age of our alums, minors have
not been invited, but could possibly be the guest of an attendee. Each person entering the campus will provide a
ticket and be carded. If by chance a minor is the guest of an alum, they will receive a different colored wristband so
that our professional catering staff will know NO"f to serve that person alcohol. No alcohol will be allowed into the
fenced off event area and no alcohol can be taken from the event outside this parameter. The director of CSB
security will be hiring additional staff to help with security if necessary.
In regards to sound and noise control -the event is occurring at the center of campus with the stage and noise
pointed South to Southeast. There arc no residents close enough in this direction for noise to be a large concern.
Most of the buildings on campus will provide very nice sound barriers.
Once again, I have included the entire campus in planning this event to ensure the success of SaintStock. This
includes security, events, grounds and maintenance, dining services, the President's office, communication's office

discuss the logistics which include traffic concerns, crowd control, noise and sound issues and alcohol related
issues. I feel confident that key issues have been addressed and that the right people are involved to help problem-
solve any significant challenges.
Please let me know if there are any other questions in regards to the Logistics of SaintStock. 1 look forward to
presenting this inforration to the St. Joseph City Council.
