JOSEPH ECONOMIC DEVELOPMENT AUTHORITY Meeting Minutes -Wednesday, May 15, 2002 Present: Mayor Larry Hosch, Bob Loso, Ross Rieke, Mike Deutz (4:15 p.m.) Absent: Bruce Gohman Also present: Cynthia Smith-Strack of Municipal Development Group and Mike Gohman, Executive Vice President, Gohman Construction. Vice President Hosch called the meeting of the St. Joseph EDA to order at 4:05 p.m. Agenda: Moved by Loso, seconded by Rieke to approve the agenda as presented. The agenda was approved 3:0. Minutes: Moved by Loso seconded by Rieke to approve the minutes of the April 17, 2002 EDA meeting as presented. Minutes were approved 3:0. Deutz arrived at 4:15 p.m. Accounts Payable: Moved by Rieke, seconded by Hosch to approve the April Accounts Payable. With all present in favor of the Motion the Accounts Payable were approved 4-0. Final TIF Application: Gohman ConstructionNicWest Strack provided an overview of the project and a review of the request and action before the EDA. Mike Gohman was present. to speak on behalf of Gohman Construction. The EDA reviewed the final TIF application. Receipt of the $2,000 application processing fee and the $15,000 escrow to be used to cover the costs of preparing the TIF Plan was noted. The City's Financial Consultant, Juran and Moody has calculated $282,000 in TIF assistance is available to this project. The adequacy of the TIF grading report form was discussed. Board members directed MDG to place revision of the report card on the next EDA agenda. Following discussion, a Motion to recommend the City Council (1) authorize the services of Juran & Moody to prepare the TIF Plan and (2) call for a public hearing on the TIF plan was made by Rieke. The motion was seconded by Hosch. The motion was approved 4:0. Request for Minnesota Investment Fund Assistance: Gohman ConstructionNicWest Strack provided an overview of the project and a review of the request and action before the EDA. Mike Gohman was present to speak on behalf of Gohman Construction. The assistance sought is in the amount of $70,000. The assistance is in the form of a grant to the City who, in turn, loans the principal to the developer. The City may retain principal in an amount not to exceed $100,000 and all interest earnings. The EDA reviewed the preliminary MIF application noting credit checks are required. 5-15-02 Page 2 of 2 Following discussion, a Motion to recommend the City Council (1) authorize the services of MDG to complete the MIF application, providing the Developer funds application completion and, (2) call for a public hearing on the MIF plan was made by Deutz. The motion was seconded by Loso. The motion was approved 4:0. Request for Industrial Development Bond: Gohman Construction/VicWest Strack provided an overview of the use of an IDB in this project. The Developer and its Financial Advisor, Juran & Moody are progressing on the private transaction. The only City involvement is to hold a public hearing to authorize tax exempt status for bond issuance. The City does not incur any obligation in conjunction with the bond. No action was required. Commercial Redevelopment An update on the commercial redevelopment project was provided. Letters and survey forms have been mailed to identified property owners. The City has not received any responses at this time. Following discussion, MDG was directed to place follow-up phone calls to the identified property owners. Project Updates A report outlining communication with various contacts was included in the EDA's packet. A brief overview of several projects was provided. Mayor Hosch updated the Board on a re-zoning request making its way through the joint annexation process.. The Joint Annexation Advisory Board and a sub- committee of the Stearns County Commission have recommended denial of the request, according to Hosch. The developer remains interested in the St. Joseph township site. City Administrator Judy Weyrens was asked to join the meeting (5:03 p.m.) for a review of City options. Following discussion, Hosch made a motion to recommend the City Council pursue annexation of County Road 2 from Stearns County. Loso seconded the motion. All voted in favor of the motion. Weyrens will bring the matter to the City Council's attention at their May 1 tin meeting. Board Member Announcements: None. Next Meeting The next official meeting of the EDA was scheduled for June 20, 2002 to accommodate the public hearings required for TIF and MIF financing. Notices will be sent.
