JtktikNH Council Agenda Item MEETING DATE: June 4, 2008 AGENDA ITEM: APO Technical Advisory Committee (TAC) Meeting Update SUBMITTED BY: Randy Sabart, City Engineer BOARD/COMMISSION/COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: BACKGROUND INFORMATION: The APO TAC met on Thursday, May 7, 2009, and reviewed the following items: 1. Tom Cruikshank from MetroBus and their consultant presented information on MetroBus' system performance analysis, system routes, and marketing study. No handout. 2. Each agency representative made a brief report on the status of various projects utilizing federal funding. In St. Joseph's case, I reported on the North Corridor EIS and the Field Street EA. The City's consultants provided the following updates tome: From Brett Danner at SRF (North Corridor): The North Corridor Scoping Document is in review with Mn/DOT and FHWA. As soon as we receive any comments from Mn/DOT and FHWA, the Scoping Document will be submitted for an agency comment period. Following the agency comment period, there will be a 30-day public Scoping period. The North Corridor-East EA is in for approval with Mn/DOT and FHWA. As soon as it is approved, it will be made available fora 30-day public comment period. After the 30- day public comment period, a request for FONSI will be submitted to Mn/DOT and FHWA. Unfortunately, I can't tell you when we will receive comments or approval from Mn/DOT and FHWA. It typically takes some time for projects to move through the system in the spring because of approvals for the upcoming construction season. Added to that has been approvals for federal stimulus projects. I will talk to Kirby Becker at the APO to see if he can receive any information from Mn/DOT and FHWA on the status of these documents. I spoke with Kirby Becker at the APO yesterday. He talked to Mary Bieringer at Mn/DOT. She has both documents (North Corridor Scoping Document and North Corridor-East Environmental Assessment), but they have not been reviewed. Federal stimulus projects have taken priority as of late, but these project reviews are winding down. Mary anticipates being able to review the Scoping Document and Environmental Assessment within the next month. She will be coordinating her reviews with Tim Anderson and Cheryl Martin at the Federal Highway Administration. Before finalizing, we are waiting for MnDOT Cultural Resources Unit and SHPO to complete a Memorandum of Understanding (MOU) on the Field Street Corridor that would complete the Section 106 process. This would outline the impacts and mitigation/minimization that has been agreed to through the process, since our original project alternative. Once this is done, we can then prepare and complete the EA and Section 4(f) document. With all of the stimulus projects that were identified, MnDOT CRU and SHPO have been really focusing on those projects. Projects without funding had been set to the side. As we understand though, they are starting to catch up. 3. APO staff presented an excerpt summary of air quality conformity steps relative to projects that are incorporated in the APO's Transportation Improvement Program (TIP). See attachment. 4. APO staff presented the APO's 2010-2013 Transportation Improvement Program (TIP) project listing. See attachment. 5. Other Business: a. APO Staff, Catherine Hanson, provided a brief update on passenger rail issues. She will be providing an update to the policy board later this month. There are efforts in process to try to secure funding for Phase 2 of the Northstar Corridor. I understand the Duluth and Rochester areas have a much more significant lobbying effortlpresence in the development of (high-speed) rail service than St. Cloud. As such, they're making more "noise" with respect to funding. Additionally, I understand there are some federal funding difficulties due to the nature of the Northstar rail being a "commuter rail" line versus the various "high-speed rail" corridors proposed across the state. b. APO staff mentioned that there is interest by St. Augusta and Stearns County to move forward with a study of the Opportunity Drive Corridor (near I-94) to preserve a future road corridor. There is intense competition at the national level to acquire American Recovery and Reinvestment Act of 2009 (ARRA) and Passenger Rail Investment and Improvement Act of ~ ~ g 2008 (PRIIA) funds under the three tracks listed in Federal Railroad Administration (FRA)'s strategic plan. The strategic plan also indicates the need for local match to state funds. For the near teen funding opportunities, it is important that Minnesota applies for these funds for passenger rail corridors that best compete with other national project applications. Prior to the completion of the Minnesota Statewide Freight and Passenger Rail Plan, Minnesota will use the FRA strategic plan to guide its pursuit of these funding opportunities. Apri124, 2009 - 2 - • Wisconsin has conducted detailed studies of key segments of the Chicago-Milwaukee- Twin Cities route and is considering an alignment alternative through Eau Claire. • Wisconsin has received a Finding of No Significant Impact from FRA covering improvements planned for the Milwaukee to Madison portion of the corridor. • Minnesota must consider an alignment alternative through Rochester. • The Chicago-Milwaukee-Twin Cities/Green Bay leg was estimated to cost $1.86 billion in 2002 dollars. The Minnesota portion, folloH~ing the Mississippi River costs roughly $400 million in 2002 dollars; in,/lated costs are estimated at $600-$800 million. At JO% of project cost using $600-$800 million as a range, roughly $60-$80 million is needed for- environmental studies and preliminary engineering (includes alternative analysis, for Rochester alignment). Local share at 20% is approximately $12-$16 million. Northern Lights Express (NLX) • The Northern Lights Express is a proposed passenger rail line from Duluth to Minneapolis via the existing BNSF Railway route through Superior (Wisconsin), Hinckley, Cambridge, and Coon Rapids. • Track and signal improvements and modern rail locomotives and coaches are proposed to provide service at speeds up to 110 mph. • Travel time for the l 55-mile route would be approximately two hours each way. • Four to eight round trips per day are proposed. • The FRA provided a $1.1 million grant, matched with $0.9 million of state bonds and $0.2 million of county funds, to the Northern Lights Express in 2008 to prepare environmental documentation. • Approximately 20 miles of the route are in Wisconsin, including a station in Superior. • The operator for this route is undecided at this time (Amtrak or private operator). • The estimated cost is $360 to $S20 million in 2006 dollars. This estimated cost includes platforms but excludes other station developments. Preliminary engineering costs at 10% are $36-$S2 million, Local sltare at 20% of preliminary engineering is $7-10 million. Northstar Commuter Rail Phase II -Big Lake to St. Cloud • Phase I is defined as between Big Lake area and downtown Minneapolis. Construction is anticipated to be completed in the fall of 2009. • Phase I1 is defined to run between the St. Cloud/Rice area and the Big Lake area. • Preliminary engineering completed in 2003. • Environmental studies completed in 2003. • Feasibility study updated in 2007. • $7S - X160 million needed to complete Phase II. Preliminary engineering and environmental documentation may need updating. At S% of constructio» costs this totals $4-8 million. Local share at 20% of these costs is $1-2 million. Using the costs estimated previously, the following table describes how Minnesota could leverage these opportunities. The table matches the estimated costs for potential corridors to potential funding sources. This is an attempt to spread the projects into achievable funding time frames. A table like this could become part of an investment plan that would be updated as work is completed and conditions change. References to the "Next Corridor" in the table below mean the next intercity passenger rail corridor that should be developed as determined in the Minnesota Statewide Freight and Passenger Rail Plan. Other helpful projects include corridor planning, station planning, freight rail capacity improvements, grade crossing improvements, etc. Apri124, 2009 _5 _ There has been a history of support for establishing intercity passenger rail to serve the transportation needs both within the state of Minnesota and through Wisconsin and Chicago to other metropolitan areas of the Midwest. Minnesota has worked with eight sister states in the Midwest Regional Rail Initiative (MWRRI) to develop the Midwest Regional Rait System made up of several corridors with Chicago at its hub. One of these key corridors connects the Twin cities to Chicago through Madison and Milwaukee. Minnesota also understands the importance of a regional intercity passenger system to tie the urban centers of Minnesota with the Twin Cities and beyond. Mn/DOT is presently preparing a Statewide Freight and Passenger Rail Plan which is a requirement for participation in the federal Passenger Rail Program. It is anticipated to be completed by the end of 2009. That plan will clarify the feasibility and priority of corridors and projects within the state. Mn/DOT has established a Passenger Rail Forum of key stakeholders to develop data-driven, collaborative decisions on rail investments. The forum will play a key role in the completion and implementation of the Statewide Freight and Passenger Rail Plan. These efforts offer a strong local foundation for Minnesota's connection to the MWRRI. Several groups have been active in developing their passenger rail corridors and projects. Minnesota supports their efforts and recommends that additional funding be made available to continue the work necessary for their inclusion in the intercity rail network. Further planning, engineering and environmental work needs to be done to make these projects ready for construction funding. Since FRA has outlined ahigh-speed rail vision for the nation, the states see along-term policy and funding partner in the federal government for building the nation's high-speed passenger rail network. Minnesota understands that the demand for ARRA and PRIIA high-speed passenger rail funds will be great but the Midwest and Minnesota play an integral role in providing passenger rail service for the heart of the country. Minnesota also understands the need for local financial commitment and leadership. The proposed transportation authorization program is a six year bill and while there is much work to do in preparations, with the assistance ofthe federal government, preparatory work to put these high priority intercity passenger rail comdors into service can be completed. Mr. Cruikshank seconded to approve the minutes as presented. Motion carried. UPDATE ON THE 2009 MINNESOTA COMPREHENSIVE STATEWIDE FREIGHT 8 PASSENGER RAIL PLAN: Ms. Hanson discussed recent initiatives with the Minnesota Comprehensive Statewide Freight 8~ Passenger Rail Plan and how APO staff has been involved. She mentioned that Mn/DOT was holding a public meeting and comment period in a few weeks at various locations around the state and individuals from the public could attend and ask questions and submit comments. 2010, 2011 8 2012 HIGHWAY SAFETY IMPROVEMENT PROGRAM (HSIP) UPDATE: Mr. Engstrom presented to the TAC recent District 3 locals HSIP awards for the second solicitation. He spoke about safety implementation during ISTEA and how the focus was on isolated crashes. It was later determined that the isolated focus didn't work. Typical patterns show most of the incapacitating and fatal crashes occurring on 2-lane rural roads and involve run-off-roads and uncontrolled intersection crashes. With recent SEFETEA-LU initiatives, Mn/DOT decided to use some of the HSIP money to hire a consultant to complete safety plans. Bids will be accepted in May and the Plan process will begin sometime late summer. OF all the districts in the state, District 3 left the most money on the table, therefore it is completing its' safety plan first. There was approximately $1 million left on the table from the District 3 locals. Mr, Anderson, Mr. Kozel, Ms. Rasmussen, Mr. Voss, and Ms. Hanson all asked questions pertaining to why money was left on the table when qualifying projects based on the application criteria were not awarded money. Other questions focused on what the perceived difference between proactive vs. reactive projects and how much involvement would there be with local governments when safety plans are developed. Mr. Engstrom stated that the selection committee decided not to fund intersections or reconstruction projects because they thought signals were not the best solution to reducing crashes and the money could be better spent on low cost projects. The only local project that received HSIP money was Steams County intersection channelization on CSAH 75 at 37mAvenue between Holiday Inn and Sam's Club ($450,000). D3 LOCAL PROGRAM UPDATE 8 FY 2009, 2010, 8 2012 FEDERAL FUNDING CONTINGENCY: Mr. Becker gave a brief update on local APO funding contingencies. The District 3 ATP approved April 2, 2009 for Metro Bus to receive $250,000 of federal money made available from stimulus funding. The APO TAC and Policy Board both recommended Metro Bus receive the money for bus shelter replacements prior to the ATP meeting. O drive/Administrative/CommitteeslTAC/TAC Minutes_04.09.09 The other issue that was discussed involved an additional $225,972 of new federal money for the APO that was made available from stimulus funding. Mr. Becker asked that the TAC discuss and make a recommendation where the money should be used. Ms. Foss moved. Mr. Anderson seconded to approve that the new federal APO money made available from the funding of stimulus projects be used to help fund the University Drive project. Motion carried. IMPLEMENTATION OF 2009 PROGRAMMED HPP STUDIES: Mr. Becker discussed with the TAC the remaining HPP studies that are programmed for 2009. The APO has five studies for 2009 including CSAH 7 EA, Opportunity Drive EA, Sauk River Crossing EA and EIS's for the Southwest Beltway and the St. Joseph North Corridor. He asked whether jurisdictions still wanted to proceed with the studies. Of the five studies, several jurisdictions mentioned potential concern for moving forward with the Opportunity Drive and the Sauk River Crossing EA's. Mr. Kozel commented on the CSAH 3 project that extends just past the new Sauk Rapids Bridge to Highway 10. If jurisdictions decide to not move forward with the Opportunity Drive study, Benton County could use the federal money to complete an Environmental Assessment for the expansion of CSAH 3. Mr. Becker mentioned that the APO would contact the jurisdictions involved to set up a meeting to discuss local funding match and whether to proceed. ST. CLOUD METROPOLITAN AREA SAFETEA-LU2 HPP LIST: At the March TAC meeting several members voiced concern about having to move forward with too many expansion projects. Prior to the TAC meeting Mr. Becker emailed the SAFETEA-LU2 HPP list and asked TAC members to discuss their jurisdictions HPP projects with staff and their Boards/Councils prior to the April meeting. Mr. Becker asked if any jurisdiction wanted to consider removal of a HPP project on the list approved in January 2008. All TAC representatives were in favor of the list as approved. REVISED 2035 FINANCIALLY CONSTRAINED ROADWAY SCENARIO - 50% FUNDING FOR EXPANSION: Mr. Becker presented the revised 50% funding for expansion scenario and identified changes. The changes included: removing capacity improvements on CSAH 75 between Highway 15 and Cooper Avenue, adding right-of- way, construction or both for every project that has completed, is in the process and or will begin project development during the life-cycle of the 2035 Plan. The local match was also increased from 35% to 50% on constrained illustrative projects. The following were considerations when developing the revised 50% scenario: balance funding between time frames, balance overall funding by constrained, constrained illustrative and total, factor in project development, maintain jurisdiction equity, work with local match to allow for funding flexibility, consider regional significance and how projects work together for a balanced approach (i.e. VHT, VMT, network speed, etc.), and project priorities of member jurisdictions. Mr. Anderson and Mr. Foss indicated that CSAH 75 capacity improvements between Highway 15 and Cooper Avenue should remain in the Plan because of it being the most congested roadway in the metropolitan area. Ms. Rasmussen moved. Mr. McCabe seconded to approve the revised 50°!° funding for expansion scenario. Motion carried on a vote of nine to three. Mr. Foss and Mr. Braxmeyer from the City of St. Cloud and Mr. Anderson from Stearns County voted against the motion. OTHER BUSINESS: Mr. Becker mentioned that the City of St. Cloud recently receive approximately $175,000 for crosswalk and sidewalk improvements near Westwood Elementary. He also mentioned that applications were being accepted for the railroad grade crossing safety program until April 17, 2009. Mn/DOT is also accepting public input on its' Plans. The APO TIP is on a rotating 5 year!4-year cycle because the APO programs two (1_) years of federal funds every other year. The St. Cloud rnetropolitar~~ area TIP document includes projects from the Minnesota Depart- ment of Transportation (Fd,n!UOT) District ?projects in the APO planning area; St. Cloud Metro Bus projects; and local federal projects. • In non attainment and maintenance areas for transportation related pollutants, the Federal High- way Administration (FHWA) and the Federal Transit Administration (FTA), and the APO make a confor~ mitt' determination on any new or amended project in a TIP to meet state and federal air quality re- quirements. St. Cloud has been designated a maintenance area for air quality. • Projects included in the TIP must he consistent with APO's Transportation Plan. How are Projects Programmed into the TIP? • The 71F d~~,elnprnent prop ess begins 90 days before (early October} the end of each year. • Projects originate from three main areas: 1) TSM, 2) Transportation Plan, and 3) implementing agencies who submit projects. • Projects are presented to the APO Policy Board and the public for initial review and comment. Pro- jects not meeting the minimum qualifying criteria are eliminated from consideration. • Remaining projects are grouped into six categories: roadway and bridge; railroad and safety; en- hancement; transit; right-of-way acquisition; and, corridor & environmental studies. • Projects meeting the minimum qualifying criteria are then prioritized by the APO Technical Advisory Committee (TAC) into one intermodal project list. Prioritization considerations in- clude the following: - Technical engineering criteria developed by the ATP; - APO non-technical considerations including public involvement, project deliverability, regional benefit, funding equity and non-vehicular accommodations; - Other planning factors; and, - APO sub-targeted local federal funding available. • TAC membership consists of technical representatives from three counties, six municipalities, three townships (depending on their desires), St. Cloud Metro Bus, Mn/DOT and APO staff. A listing of imple- menting agencies; TAC membership are included in Appendix A. • A prioritized list is then forwarded to the APO's Executive Board and APO Policy Board for approval or modification. The prioritized list is presented for review, comment and approval at a public infor- mational meeting. Appendix C outlines the process and criteria for prioritizing APU TIP projects in greater detail.
