PREVIOUS COUNCIL ACTION: The City Council considered the request of the Fire Department/Board
to request the County to install opticoms on the semaphores located at the intersections of College
Avenue/CR 75 and 20`h Avenue/CR 75. The cost of the equipment is approximately $ 6,000 per
intersection and Stearns County has agreed to pay 50% of the cost. The matter was tabled so that staff
can provide financing information to the Council.
BACKGROUND INFORMATION: Since the last Council meeting staff was working on finalizing TIF 1-3.
During this review it was discovered that the General Fund had paid for some of the initial expenditures
that should have been included in the TIF fund. The City withholds 5% of the increment to cover
administrative expenses. The revenue was kept in the TIF Fund, but some of the expenditures were
recorded from the General Fund.
Due to this error, the Finance Director reviewed the other TIF funds and found a similar error in TIF 2-1.
The net effect of both errors results in a revenue stream of $ 35,402.62 for the General Fund. Staff is
requesting to use $ 3,000 for the signal improvement and $ 1,500 for the actuarial study leaving
unanticipated revenue at $ 30,000. The Fire Board will pay the additional $ 3,000.
With regard to the equipment for the vehicles, the Fire Fighters have raised funds to cover the Fire
equipment and the Police Chief will be requesting to utilize forfeited vehicle funds to cover the police
equipment. As of today the forfeiture fund has a balance of approximately $ 7,000 and these funds can
only be used for police equipment. This is a statutory requirement.
BUDGET/FISCAL IMPACT: $ 3,000 General Fund
$ 3,000 Fire Fund
Fire Fighters will equip the vehicles using fundraising money
Police Equipment will be purchased using forfeited vehicle funds

REQUESTED COUNCIL ACTION: Authorize the Administrator to notify the Stearns County Engineer that
the City will contribute up to $ 6,000 to equip the semaphores listed above with opticom equipment and
authorize the Police Chief to equip the vehicles using forfeited vehicle funds.
