BACKGROUND INFORMATION: Minnesota Statute 465.04 authorizes and empowers cities to receive
and accept gifts and donations for the use and benefit of the city and the inhabitants thereof upon
terms and conditions to be approved by the governing bodies of the city. Cities are authorized to
comply with and perform such terms and conditions of the donation.
Minnesota Statute 465.03 states the acceptance shall be by resolution of the city adopted by a 2/3
majority of its members, expressing such terms in full.
Attached is a list of donations received by the city and a description of what the donation is intended to
be used for. By accepting these donations, the city is accepting the intent of the donations also. Please
note the first donation is for water bottles for the Police Department. A company in Wisconsin placed
an order for 20,000 water bottles and added an additional zero by mistake, ordering 200,000. As a write
off, he had some bottles stamped with police and has donated some to various police departments. All
law enforcement agencies in Stearns County received bottles. It is the intent of the department to hand
out the bottles when kids come to the office or other opportunities of PR.
