BACKGROUND INFORMATION: The City of St. Joseph has been a part of the Safe and Sober program since 1999. The purpose of the program is to place officers on the streets during high travel times focusing on specific regulations. The program is operated on waives and one waive may focus on seatbelt, child restraint or speed. The program pays for overtime wages of participating agencies. Each agency is given a specific amount of hours and dates the program is running. The City is responsible for the benefit cost. The overtime costs are covered by grants to the State of Minnesota from the National Institute of Traffic Safety. This year the area Cities along with Stearns County are combining to form an alliance entitled C.R.A.S.H. (Central MN Reduction of Accidents for Safe Highways). St. Cloud will be the fiscal agent for the grant program. This responsibility is shifted each year and in the early years St. Joseph was the fiscal agent. BUDGET/FISCAL IMPACT: ATTACHMENTS: Benefit cost for the overtime Resolution 2009-016 REQUESTED COUNCIL ACTION: Authorize execution of Resolution 2009-016 participating in project C.R.A.S.H. during the period of October 1, 2009 through September 30, 2010. Partner Agencies, Single Year RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT Be it resolved that St. Joseph Police Department enter into a grant (Name of Partner Agency) agreement with the Minnesota Department of Public Safety, Office of Traffic Safety for the project entitled C.R.A.S.H. Task Force (Central MN Reduction of Accidents for Safe Hi~hways)during the period from October 1, 2009 through September 30, 2010. Be it further resolved that D. Ballantine -Chief of Police_of the St. Cloud Police Department (Title of Lead Agency Authorized Official) is hereby authorized to execute the grant, be the fiscal agent and administer this grant on behalf of St. Joseph Police Department .
