SUBMITTED BY: Park Board, Bruce Berghorst BOARD/COMMISSION/COMMITTEE RECOMMENDATION: Recommend the purchase of playground equipment for Centennial Park and allocation of $ 42,500 of sales tax proceeds. The total project cost is estimated to be $ 67,500. PREVIOUS COUNCIL ACTION: Voter approved question in city elections: City Question #3: Regional Parks and Trail Systems. I approve the use of the %2-cent sales and use tax to pay all or part of the costs in improvements in regional parks and trail systems (such as adding bathroom facilities to all parks, water amenities, expanded shelters, and development of the Sauk River Park) for a cost not to exceed 3 million. BACKGROUND INFORMATION: The St. Joseph Park Board is requesting funds from the Half-Cent Sale Tax account in the amount of $42,500 for park improvements to Centennial Park. The Park Board wishes to replace existing playground equipment made of treated lumber with playground equipment that is safer and current, much like the equipment in Klinefelter, Hallow, and Northland Parks. The Board estimates the new playground equipment, fall-area border and fill, grading, and installation at approximately $67,500. The Park Board has budgeted $25,000 to this project. However, in order for the Board to complete a task such as this we require extra funding from an additional source. Since the Half- Cent Sales Tax funds can be used for regional parks, the Board feels that improvements to Centennial Park would qualify for funds based on its location, amenities, and classification based on the recent master park plan. We ask that you approve this allocation of funds, which will be used for only the new equipment portion of this project-which will hopefully help to maintain and increase the park's level of rental throughout the summer season. BUDGET/FISCAL IMPACT: The following is the breakdown of the allocation of the proposed funds: Half-cent sales tax fund distribution: $42,500 ^ $24,000-New playground equipment from GameTime® ^ $8,000-Engineered wood chips to bring fall area to code (in accordance with the League of Minnesota Cities). These chips need to fill the border area at a minimum of one foot in depth, and the border area is estimated at 5,236 sq. ft. ^ $2,000-New fall area rubberized border ^ $8,000-City Staff Services for installation ^ $500-Miscellaneous supplies and equipment rental (Including 4 yards of concrete at approximately $110/yard) The Park Board funds of $25,000 is estimated to cover supplies and City Maintenance hours for: ^ Removal and disposal of existing wood-treated playground equipment ^ Removal and reallocation of existing slide and swing-set to Millstream Park With the reallocation of equipment to Millstream Park, these funds would also be used toward the purchase of engineered wood chips and border to bring Millstream Park up to code as well. REQUESTED COUNCIL ACTION: Authorize the expenditure of up to $ 67,500 for the purpose of playground equipment form Minnesota/Wisconsin Playground and to use $ 42,500 of sales tax proceeds. There are general grading and drainage issues that affect the quality of turf conditions in much of the park. The play equipment is outdated, has accessibility issues, and is in need of repair or replacement. Although the park provides picnic tables and benches, it could benefit from additional shade tree plantings. The park is protected on three sides by a black chain-link fence with non-gated access openings from Birch Street, the north side of the park, and 2nd Ave NW. ~;,:, &=: ~~~ ~;+~? i"I i t ~ ;fit ~ ~ ~. This was in conjunction with the city's participation in the League of Minnesota Cities Insurance Trust property, liability and workers' compensation program. Purpose of Visit The purpose of this visit was to survey the city's park system to identify potential hazards and other loss control issues that should be addressed in the city's master park plan. Accessibility Many of the features located within the parks such as playground areas, bathrooms, drinking fountains, picnic tables, and shelters are not wheel chair accessible. General planning and improvement need to be made in this area. Playground Surfacing The pea rock surfacing in the use zone of playground equipment does provide protection from falls. This material needs to be "worked up" and returned to areas for which it was displaced on a regular basis in order to maintain the proper depth required. Seventy percent of all accidents on playgrounds are from children falling. Old and Outdated Equipment Some of the parks contained old, outdated equipment that is no longer recommended for public playgrounds under the U.S. Consumer Product Safety Commission, Public Playground Safety Handbook.
