BACKGROUND INFORMATION: Monthly City and College Representative meet to discuss items of
mutual concern. Ideas are shared and planning occurs for the events such as senior farewell. Through
these meetings the Dean of Students have addressed rental properties that are a concern from parties
to garbage. We have discussed Ordinance changes that would be mutually beneficial and policy
changes.
For the past couple of months the group has been discussing the use of card readers to assist the bar
owners in identifying false td's. The devices are very accurate and provide instant information. The
Police Chief has provided the bar owners with an opportunity to demo the unit to see if they would be
willing to purchase the devices for their establishment. The bar owners that are requesting 2AM bar
closing have agreed to use the devices as part of the licensing. This matter will be before the Council at
the next Council meeting.
CSB and SJU have purchased the police department a Tokenworks IDVisor card reader. The cost for the
reader was approx. $1100.00. This will be a great tool to use to assist the police department in our
enforcement of underage drinking. Jodi Terhaar and Mike Connolly will be at the Council meeting to
present the donation.
The participants of the group are: Jodi Terhaar (CSB Dean of Students) Mike Connolly (SJU Dean of
Students) ,Shawn Vierzba (SJU Security) Darren Swansen (CSB Security), Matt Hawley (SJU Residential
Life), Pete Jansky and Judy Weyrens.
BUDGET/FISCAL IMPACT: None

the Police Department.

As we prepare for the arrival of a new class of first- year students in the fall we want to reaffirm
our commitment to work with the City and our student-residents. We are grateful to be afforded
an opportunity to be on the August 6, 2009 City Council agenda and want to share some
highlights from the past academic year as well as our commitments for the 2009-10 academic
year:
• We appreciate the regular meetings we have with Chief Jansky and Judy Weyrens, City
Administrator, to discuss common issues, concerns and ideas for improving the St.
Joseph community. These meetings and the relationships that have been built have
resulted in initiatives that have reduced the number of problems that have occurred in the
community.
We will continue to hold the annual meeting with off-campus student residents. This
year's meeting has been scheduled for September 1, 2009 and we look forward to having
the Chief Jansky, Judy Weyrens, and Mayor Rassier in attendance in addition to staff and
student leaders from both campuses.
• We will make our annual student rental house visits early in the fall semester and will
follow-up as needed throughout the year.
We will continue to hold our students accountable to the community standards set by
CSB and SJU. We firmly believe our students who live in the community should be held
to the same standards as other residents and that they should be treated the same as other
residents. It is critical that students be held accountable by the city and police department
and we fully support your work to enforce city ordinances and federal and state law. As
per our Good Neighbor Policy, we will continue to utilize the campus conduct system for
off-campus behavior violations that are forwarded to us.
• The annual Senior Farewell program is well managed and staffed resulting in minimal
community problems. The partnership with the City, local bar owner, student senates,
and CSBSJU demonstrate solid. efforts to reduce high-risk behavior within the
community.
Tonight we are pleased to formally present one ID Card Reader to the City of Saint Joseph
Police Department from the College of Saint Benedict and Saint John's University. We believe
that this tool can assist the officers with identifying false IDs and hold underage students
responsible for consuming alcohol. The same card reader will also be used by both CSB
Security and SJU Life Safety Services in the work on-campus.
If issues or concerns arise we would be happy to make ourselves available to the City Council.
We value our partnership with the City and look forward to continuing our work together in the
coming year.
Good Neighbor Policy
College of Saint Benedict & Saint John's University
As residential liberal arts colleges, the College of Saint Benedict and Saint John's University
educate students on the importance of living in community and understanding the obligations of
civic responsibility. Students are expected to follow the behavioral guidelines as listed in the
Bennie Book or the J-Book within our educational communities and the surrounding civic
communities including, but not limited to, St. Joseph, Avon, and St. Cloud. Students should
expect to be held accountable for their behavior both on and off campus and are responsible for
_upholding the laws and standards of the community in which they reside or live. Failure to
uphold these laws and standards may result in restitution, community service, restriction of
privileges, substance use assessment, public apology, probation, suspension or expulsion from
the college or university. Of particular concern are acts which interfere with the actions or
directions of emergency personnel (law enforcement, medical, fire or rescue) or their equipment.
Additionally, destruction to or damage of private and public property or actions which threaten
the safety of members of the community will not be tolerated. Disregard for or violation of this
policy may result in formal disciplinary action that can include forfeiting participation in public
college events or activities (e.g., commencement).
