BACKGROUND INFORMATION: Per City Ordinance No. 62 each organization conducting lawful
gambling within the City of St. Joseph is required to submit copies of their monthly state tax returns to
City Hall on a quarterly and annual basis. Per review of the tax returns it some organizations are
sufficiently supporting the local community while others are not. Those that have not provided 10%
gambling donations to the community typically provide donations in other quarters of the year. The
Boxer's Club and Central MN Sexual Assault Center are still trying to recoup their start-up costs to
conduct lawful gambling in St. Joseph. Examples of how the organizations are giving back to the
community include the following items:

"I'he Boxer's Club has not provided their 2"d quarter statements to City Hall. The Finance Director has
been in contact with them. The Boxer's Club has indicated they are discontinuing the gambling
operations in St. Joseph due to very low gambling sales. They were asked several times to provide their
final tax returns and provide a written notification to the City ceased gambling operations.
Central MN Sexual Assault Center also indicated the gambling sales are low. They will wait to determine
if they should discontinue their gambling operations in St. Joseph until after the summer travel season.
