BACKGROUND INFORMATION:
During the city council's prioritization of the 5-year CIP for 2010, improvements to 16`h Avenue SE
between Minnesota Street and Dale Street were identified as a high priority project. Given the potential
for an urban or rural option to improve the street, the council desired a better understanding of the
potential costs associated with the project.
BUDGET/FISCAL IMPACT:
The estimated cost to prepare the feasibility report is $7,975 and would ultimately be included in the
engineering cost for the overall project. The study would identify the feasibility of proposed
improvements and opinions of probable construction costs for both an urban street section (curb and
gutter) and a rural street section as presently exists. In an effort to minimize initial costs, the study will
identify preliminary assessment rates but will not include a draft preliminary assessment roll. The costs to
conduct a neighborhood meeting would also be deferred until the nature of the project is identified.
Previously when the City Council authorized a feasibility study, the report would include individual
assessment rolls. The preparation of the individual assessment roll is a very labor intense as all the
individual properties have to be researched to include legal description and ownership. When the CIP
was prepared, the standard feasibility report used by the City was illustrated, which is much higher than
the estimate listed above. In an effort to keep the costs down, a feasibility report can be prepared without
the individual assessment roll. A simple linear footage calculation would be used as an average
assessment. This would give the residents and Council and estimate of costs and if the Council wishes to
move the project forward the details assessment roll would be prepared.
Since the City would potentially be bonding for the improvement costs, the 429 process must be
followed. The 429 process is a statutory process that identifies the steps that must be utilized if any
portion of the project is assessed. Therefore, the first step in the process is a formal resolution authorizing
the preparation of the feasibility report.

RESOLUTION 2009-023
RESOLUTION ORDERING PREPARATION OF REPORT ON IMPROVEMENT
WHEREAS, it is proposed to improve 16th Avenue SE Street between Minnesota Street and
Dale Street by reconstructing the street with bituminous surfacing, water, sewer curb,
gutter and storm sewer, and to assess the benefited property for a portion of the cost of
the improvement, pursuant to Minnesota Statutes, Chapter 429,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST. JOSEPH, MINNESOTA:
That the proposed improvement be referred to Randy Sabart of SEH, for study and that
he/she is instructed to report to the council with all convenient speed advising the council
in a preliminary way as to whether the proposed improvement is necessary, cost-
effective, and feasible and as to whether it should best be made as proposed or in
connection with some other improvement, and the estimated cost of the improvement as
recommended.
