SUBJECT: Administrative Lot Split for Property within OA-524.
MEETING DATE: October 13, 2009
COMMISSION MEMBERS: City Representatives Present: AI Rassier, S. Kathleen Kalinowski, Ross Rieke,
John Meyer.
Township Representatives Present: Jerome Salzer, Doug Fredrickson, Ralph
Eiynck, Brenda Stanger.
REQUEST: Joint Planning Commission approval to submit an application to Stearns County
Environmental Services for an Administrative Plat, severing approximately two
acres from a sixty acre tract. The request for separation is to allow the
farmhouse to be sold to a family member as a single family residence.
RECOMMENDATION: Approval of the administrative lot split as requested, creating one two acre
parcel and one 58 acre parcel based on the following findings. (See attached
survey).
FACTS~REASONS: The Joint Planning Commission has reviewed the proposed lot split as it relates
to the long range transportation of the City of St. Joseph. In reviewing the long
range plans the following items were considered:
1. The City/Township of St. Joseph, Stearns County and APO are in the process of
completing a transportation study entitled the North east/west corridor study. This
study has significant impact to the property owned by Louis Merkling.
2. The North east/west corridor study is only in the environmental stages and a
preferred alternative has yet to be determined. Three different routes have been
identified and they are in the process of environment review.
3. After the alternative route is selected and environmental impact study (EIS) will be
required. When the EIS is completed, it is anticipated that an official map will be
prepared.
4. Since the exact location of the North east/west corridor is not know, the Joint
Planning Commission is placing the property owner on notice that the subject
property will be impacted in the future the North east/west corridor.
The Joint Planning Commission has reviewed the proposed lot split as it relates
to the future land use in the St. Joseph Comprehensive Plan and considered the
following:
1. The future land use plan for the subject area is an area of change and the future
land uses will be intense along the North east/west corridor and residential in the
outlying areas.
