Background:
Councilors In 2008 the EDAICity established the $1,000 matching BFAI Grant Program to encourage
sieve Frank business redevelopmentlrevitalization. The matching grant is for architectural services and

Renee symanietz rights of way. The EDA's 2009 capital allocation included funding for BFA Grant applications.
Dale Wick The fund has been used sparingly throughout the year due to uncertainty regarding local
government aid unallotment; the remaining balance is sufficient to cover additional BFA
EDA applications.

Heinen The EDA has received an application for the Business Facade Architectural (BFA) Grant
Ken Jacobson Program from William Nelson, Paul Petrek, and Charles Reichert (Stonehouse Operations,
Al Rassier LLC). A copy of the application is attached for review. The application illustrates desire to install
Tom Skahen anew LED message center sign. The BFA Grant application carries conflicting information in
Dale Wick that the best estimate of the project cost is listed as $60,000, while cost estimates from a
contractor illustrate four (4) options ranging in price from $23,695 to $62,295.
As you know, BFA program oversight and authority for grant approval was delegated to the
EDA. The EDA is to review and approve grants based on the following guidelines on a first
come, first served basis:
1. A project for which an application has been received will only be reviewed if it is filled
out completely and accompanied by photographs illustrating subject building(s) and
property. I have requested additional information/clarification, including: name of
company, signatures from all fee owners, which option is being pursued, etc.
2. Multiple property owners must submit separate applications for each propertylproject.
N/A.
3. Any business owner under a lease who submits and application must obtain and
provide written consent of the property owner. N/A.
4. Preference will be given to projects which:
^ Will positively contribute to the City revitalizationlrenewal efforts. I've
requested project representatives attend the EDA meeting to address this
issue.
^ Will eliminate a blighting influence. n/a

^ Will result in a visible improvement that would not be made otherwise. The
Applicant has certified the visible improvements will not be made without
grant assistance.
^ Demonstrate a ratio of private investment to public investment greater than
2:1. Additional information is needed.
5. Project is consistent with the Comprehensive Plan, transportation plans and other
applicable plans. The project is consistent with the Comprehensive Plan.
6. Projects must be completed within a timely manner from date of official project approval
(i.e. one year with a maximum extension of an additional six months). As indicated,
dollars are limited and reimbursement will be made after project improvements are
completed, and reimbursement requested. The project will be complete within one year.
