BOARD /COMMISSION /COMMITTEE RECOMMENDATION:
PREVIOUS COUNCIL ACTION: At the November 17, 2009 City Council meeting Councilor Frank
discussed the broadcasting of the City meetings as it relates to the policy adopted by the Council. It was
stated the "we" are not following the Cable Charter and requested this matter be placed on the Council
agenda.
BACKGROUND INFORMATION: When the City began televising meetings, there was some hesitancy
with some Boards and Commissions and the Council made a conscious decision to only televise regular
Council and Planning Commission meetings. This has been the practice since that time. We have also
televised special hearings or meetings at the request of the Council.
In discussing the situation with Noreen Loso of the Cable Commission, the City budget for 2010 and staff
for 2010 only accommodates the broadcasting that has historically been done. Additional staff would
have to be found and trained to use the equipment. I contacted the area City Administrators to see
what meetings their communities broadcast. Please find below the summary: (Sauk Rapids has yet to
reply.
St Cloud — Mike Williams response:
We broadcast our Council Meetings but only re- broadcast the regular meetings. The
Study Sessions are not rebroadcast.
We also televise a number of other advisory board meetings like Park & Recreation, HRA
Board, and Planning Commission.
Waite Park — Shouna Johnson response:
We broadcast our council mtgs, planning commission, and park board meetings. All of
them are rebroadcasted as well. We also broadcast the County Commission meetings as
well.
We broadcast only their regular meetings. This is the same for Park Board and Planning
Commission as well.
Sartell — Patti Gartland response:
We broadcast only our regularly scheduled City Council meetings which are then
rebroadcast the following morning at 9 am. Thus far, we've been able to have the
broadcasts completed by volunteer camera operators
It is the recommendation of the Cable Commission to continue the broadcasting as we have been, with
the addition of broadcasting more of the budget process.

REQUESTED COUNCIL ACTION: The Council should either affirm the current practice of broadcasting or
amend the broadcasting.
