Memo Fro RE: Commuunity Developpment Directtor Staff Possition Backgrounnd: As you are aware, the CCity Council haas decided too pursue some funding reaallocation as the nnal budget disscussions. Ass you recall ffrom discussioon at the No result of fivember regular meeting, thhe Council haad agreed in pprinciple to seeek additionaal marketing ooutreach efforts by the EDAA effective immmediately. The Counccil is seeking input from the EDA as to the EDA maarketing staff person’s duties should entaail using the ssample job deescriptions ass a starting ppoint. The EDDA reviewed the concept of a ‘marketing staff’ person and suggested removing ‘marketing’ frrom the job title in favor of tthe title of “Coommunity Devvelopment Diirector” as thee EDA felt stroongly that moore than just a marketing peerson was neeeded for the EEDA. EDA membbers then disccussed what duties other tthan marketinng should be included in the job descripption. Consennsus was reaached that thhe job descrription shouldd include graant writing, atteendance at booard meetinggs, and repressentation of tthe EDA at offficial functionns. Some memmbers of the EEDA also suggested the poosition would be more effeective if it wass a full-time permanent position rather thaan a part timee position. After relaying informatiion to the CCity Administtrator additional clarificatiion was kinddly requested relating to thhe job descrription and tthe number oof hours/weeek. Please find attached a jjob descriptioon for a Commmunity Develoopment Director. Action: This item is for your information annd discussion. Please review the job ddescription and make any cchanges and then determine whether thhe EDA would like a part-ttime or full-timme staff EDA mmember. íî Community Development Director FLSA Status: Exempt General Definition of Work The Community Development Director will be responsible for the development and implementation of a program to diversify and strengthen the economy of the City of St. Joseph. Efforts will be made through the attraction, retention and expansion of businesses and industry while achieving future growth in the community. The primary responsibility is marketing the City of St. Joseph and the management of those efforts. Activities will be consistent with the goals and strategies developed by the City of St. Joseph. Essential Functions The following functions are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related or a logical assignment to the position. Under take diverse projects and initiatives to market and promote the City of St. Joseph so as to achieve success in industrial, commercial, economic and community development. Assist existing businesses and industries in the City of St. Joseph through implementation of an on-going retention and expansion program that includes regular personal visits with business enterprises. Actively recruit business prospects and leads which would be suitable for relocation or expansion to St. Joseph. Preparation of the annual Community Development Budget, monthly Planning/EDA Agendas and meeting material. Provide information, policy recommendations and staff support for varied appointed commissions/boards concerned with land use, community development, housing, economic development and related planning matters. Develop short and long term goals and strategies to guide the community economic development activities. Develop and direct the preparation of, amendments to, and implementation of the St. Joseph Code of Ordinances and St. Joseph Comprehensive Plan. Seek out grant opportunities and prepare grant applications for a variety of community development projects on behalf of the City. Prepare and maintain promotional material such as brochures, booklets, flyers and coordinate the printing/production of such material. Attend trade shows, conferences, seminars and other activities in order to network, market and gain information which will be valuable to St. Joseph’s community development goals. Serve as secretary to the City’s Planning Commission. Represent the City in meetings with representatives of governmental agencies, professional, business, community organizations as it relates to community development. Other duties as directed by the City Administrator Knowledge, Skills and Abilities The Community Development Director should have an education and/or experience in one or more of the following areas: economics, finance, public relations, marketing, planning, business administration, public administration, retailing, volunteer or non-profit administration and/or Education and Experience Bachelor’s degree with coursework in finance, accounting, public administration, business, or related field and extensive experience in government finance, or equivalent of education and experience. Physical Requirements This work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operating motor vehicles or equipment and observing general surroundings and activities; work is generally in a moderately noisy location (e.g. business office with typewriters and/or computer printers, light traffic). íí Job Classification Class 10 Salary Range – January 2007 $ 52,956 - $ 72,067 Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. íì
