JoSEPn MEETING DATE: January 21, 2010 Council Agenda Item 7(a) AGENDA ITEM: Engineers Reports —16th Avenue SE Update SUBMITTED BY: City Engineer /Administration BOARD /COMMISSION /COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: The Council requested the City Engineer prepare a feasibility report and to conduct a neighborhood meeting for residents abutting 16th Avenue SE to gather additional data. The meeting was conducted on November 16, 2009. Following the meeting and public input regarding other project alternatives, the Council authorized the collection of topographic survey and soil boring data. BACKGROUND INFORMATION: Independent Testing Technologies has conducted soil borings and submitted a report of the soils investigation. The report concluded that both a complete street reconstruction and a street reclamation project would be feasible. Generally, the soils north of Baker Street were found to be suitable for street construction, while the soils south of Baker Street were characterized as being fair for street construction. While the option of reclaiming and paving a new street would be feasible, the nature of the construction would create a different set of concerns. When a street is reclaimed (the pavement and gravel surfaces are pulverized and mixed together), the resulting surface forms the bottom of the new pavement constructed upon it. North of Baker Street, the centerline profile elevation of the road would be raised approximately four inches. South of Baker, the centerline elevation of the road would be raised approximately eight inches to accommodate both additional gravel and pavement. The change in road elevation will, in turn, change the grade of the driveways connecting to 16th Avenue. Where there are already areas with steep inslopes to the ditch bottom, the increase in street elevation will have the effect of steepening the slopes. The feasibility report initially identified two reconstruction options: 1) 32 foot -wide urban section, and 2) 28 foot -wide rural section. A third alternative would be to reclaim the pavement and pave it to its existing 22 foot - wide section. Given the potential impacts to the side slopes, we anticipate reconstructive work on the side slopes will also be necessary. The third option also assumes replacement of the driveway culverts as does the second option. Staff will have financial information available at the meeting with financial impacts for each type of construction. ATTACHMENTS: Draft Resolution REQUESTED COUNCIL ACTION: To move the project to the next stage, the Council must schedule and conduct a Public Improvement Hearing to consider making improvements to 16`h Avenue SE, between Dale Street and Minnesota Street East. JOSEPH RESOLUTION 2010 -002 RESOLUTION RECEIVING REPORT AND CALLING HEARING ON IMPROVEMENT 16th Avenue SE WHEREAS, pursuant to resolution of the Council adopted November 19, 2009, a report has been prepared by Randy Sabart of SEH with reference to the improvement of 16`h Avenue SE Street between Minnesota Street East and Dale Street East by reconstructing bituminous street and constructing drainage improvements, and this report was received by the Council on November 19, 2009, and WHEREAS, the report provides information regarding whether the proposed project is necessary, cost - effective, and feasible, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST. JOSEPH, MINNESOTA: 1. The Council will consider the improvement of such street in accordance with the report and the assessment of abutting property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of the improvement of $ 2. A public hearing shall be held on such proposed improvement on the day of 2010, in the council chamber of the city hall at 7:00 p.m. and the clerk shall give mailed and published notice of such hearing and improvement as required by law.
