JOSEPH MEETING DATE: January 21, 2010 Council Agenda Item 12(a) AGENDA ITEM: Engineering Rates — Accept the 2010 Engineering Rates SUBMITTED BY: Administration BOARD /COMMISSION /COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: BACKGROUND INFORMATION: Attached are the SEH Engineering Rates for 2010. As the letter states the Engineering rates for 2009 are actually the same at 2008 and new rates represent an increase of 1.5 %. The City currently has a contract with two other engineering firms, WSB and SRF. Both provide civil engineering and are working on the corridor studies. As can be seen from the attached rate, the rate schedule for SEH is comparable to the other firms and in most cases lower. The budget is established using the increase. SEH has served the City well and have helped the City find ways to contain costs during the economic slowdown. BUDGET /FISCAL IMPACT: In reviewing historical general engineering costs, non project related, the impact of the increase is less than $ 1,000. This impact is only on general engineering and will vary if the City completes any projects. Over the past two years we recognize that our clients have been forced to make difficult decisions in response to the loss of local government aid, reduced property values, and limited community growth. Given those challenges, we held our rates in 2009 the same as those that were in effect in 2008. Recognizing the persistent difficulties, we're proposing "a modest adjustment to our rate schedule for 2010 that will be effective April 1, 2010. The proposed 2010 rates represent an average 1.5% increase over the 2008 rates. We want to assure you that we will continue to provide the quality service you know and rely on. Direct project related expenses are billed at actual cost and mileage is billed at a rate not to exceed the current allowable IRS rate for business miles.
