Memo Fro RE: Annual Report Goals for 2010 Backgrounnd: At the Deceember meetinng the Board discussed pootential goalss for 2010. Thhe Board opted to further coonsider potenntial goals at tthe January mmeeting. The goals could bbe presented at the annual City Council/SStaff workshoop in Februaryy. Chairperson Wick alsoo noted thatt the submitttal for the St. Cloud AArea Econommic Developmeent Partnershhip Comprehhensive Ecoonomic Deveelopment Strrategies wouuld include idenntification on the part of eaach member community oof up to five (55) infrastructuure projects. Chairperson WWick suggesteed the identification of succh projects bee included EDDA goals for 20010. Following aare potential ggoals/work iteems for 2010: Parrkway Businness Center: 1.EDA could innvestigate puurchase of a ssmall portion of thee 52 acre prroposed deveelopment andd extension of utilities thhereto. Goal to induce developmment on the reemainder of tMMap attachedd. he property. Preliminnary plat apprroved, final noot approved bbut could be iff someone purchassed. Parkwayy Business Center consists of four (4) sseparate parccels as followss: PID 845334000150 (17.35 ac.) EMV = $$260,300 (Nwwestern most parcel accesss from 133). PID 845334000132 (16.7 aac) EMV = $250,500 (Easteern most largge triangular parcel). PID 845335000030 (17.65 ac) EMV = 247,100 (Swesstern most tth parcel, accesssed from 19Ave throughh lot owned bby Joe Prom bbut under C4D (ccourt hearing pending on CC4D). Preliminnary/final plat documents and improvemment plans wwere developed for this four acre paarcel in 2008-09 in conjunnction with potential sale of propertyy. The buyer walked awayy from the prroject just prioor to the pubblic hearing for the plat. City Councils in St. Cloud, Sauk Rapids, Waite Park, St. Joseph, Sartell, St. Augusta and Rockville have signed off on a joint resolution that emphasizes more financial support and freedom to lead. About 30 local and state officials met Tuesday at the St. Joseph Community Fire Hall to discuss a slate of area legislative priorities. State Sen. Michelle Fischbach, R-Paynesville, Rep. Larry Hosch, DFL-St. Joseph, and Rep. Dan Severson, R-Sauk Rapids, were at the area cities meeting. Waite Park City Council member Mike Linquist said cities need more power when it comes to employee negotiations. “We can’t negotiate properly,” Linquist said. “It affects our budget.” St. Joseph Mayor Al Rassier seconded the call for more freedom to make decisions locally. “We’re trying to do the best we can,” Rassier said. “If you’re going to give us a mandate, then make them better.” The list of 18 priorities was up from 11 set last year. Here’s what local leaders are calling on state lawmakers to accomplish: Institute a sales tax exemption for expansion and upgrade of the regional wastewater treatment plant. Oppose reductions to the Local Government Aid formula and funding approved in 2008. Eliminate state-imposed levy limits. Enable cities to adopt tax rates that determine levy amounts. Provide direct property-tax relief through the market value homestead credit. Help cities with high amounts of government and nonprofit business properties (i.e. colleges, universities and hospitals), which reduce tax base. Reduce or eliminate unfunded or burdensome state mandates. Improve environmental protection and cost reduction in land use reform and annexation statutes. Provide more incentives for regionalizing services. Support extension of Northstar commuter rail to the St. Cloud area. Restore $15 million taken from the state airports fund used to help balance the state’s budget. Repeal water conservation pricing laws passed in 2008. Give cities authority to establish street improvement districts to collect fees from property owners for maintenance and construction projects. Revise the 60-day deadline on zoning applications to reflect the period in which a city is in control of the application. Repeal or reform the Green Acres property tax exemption changes passed last year.
