The basic differennce betweenn the two job classificatioons is that ann EDD’s scoppe of work iss limited to eeconomic planns and policies whereas the CDD’s scope of work inncludes compprehensive plaans, land usee plans/policiees, and econommic plans/poliicies. Position will be responsible for taking a proactive approach to soliciting new business, and retaining and expanding existing business. The successful candidate must possess a comprehensive knowledge of business planning, development, and financing programs, as well as experience in negotiating and implementing development agreements. Position also requires strong customer service skills, and the ability to work independently. This position reports directly to the City Manager. Minimum qualifications include bachelor’s degree in Economic Development, Urban Planning, Public Administration or related field and 5 years of progressively responsible municipal government experience in economic/community development related activities or a combination of municipal and comparable private sector experience. Performs a variety of administrative, technical and professional work in the preparation and implementation of economic development and redevelopment activities. Work is performed using independent initiative under the general supervision of the City Manager and is reviewed through conference and reports. ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Promotes community development by assisting and working with existing and prospective businesses and developers interested in the City of Prior Lake. Assists existing business with expansion and reconstruction projects. Provides guidance and business planning assistance. Helps businesses through city, county and state approval processes; and provides guidance, counseling and liaison services to complete new development projects expeditiously and in accordance with city ordinances and policies. 2. Develops and maintains regular contact and a positive relationship with chamber of commerce, civic groups, business owners, property owners and economic development or community development related organizations and agencies. 3. Develops and implements community development marketing and promotional activities to attract new development, redevelopment and investments to Prior Lake. 4. Negotiates and implements standardized development agreements for economic development and redevelopment projects including coordination of property acquisition, relocation efforts, site clearances and related actions. 5. Researches, designs and implements programs to facilitate the recruitment of new businesses and the retention and expansion of existing businesses. 6. Develops and maintains a comprehensive, systematic data base inventory of available buildings and sites in the community for community development or redevelopment purposes. 7. Oversees the administration of the City’s Tax Increment Finance program and Economic Development Grant records and reporting. Utilizes relevant state and federal agencies, available grants and other potential financial resources. ëë 8. Attends meetings and acts as staff liaison to the Economic Development Authority including preparing reports and agendas, conducting research, answering questions, providing advice and suggestions. 9. Responds to requests for information on economic development and redevelopment projects; prepares data sheets, financial reports and other information. Responds to citizens inquiring about local economic development activities and opportunities. 10. Monitors local, State and Federal legislation and regulations relating to economic development and report findings. Assures that Tax Increment and Business Subsidy Policies are compliant with current laws and guidelines and properly administered. 11. Conducts research and develops agenda items for presentations and consideration and presents written and oral reports at city council and planning commission meetings. 12. Prepares annual departmental budget and monitors expenditures. 13. Acts as liaison and representative to Tax Increment consultants, fiscal consultants, City Attorney’s office; and city, county, state and federal agencies. 14. Performs other duties and assumes other responsibilities as apparent or as delegated by the City Manager. KNOWLEDGE, SKILLS, AND ABILITIES: 1. Exceptional ability to develop and maintain positive and effective working relationships with City Council, Commissions, city personnel, staff of other agencies, individual businesses, business organizations, developers, community groups and the general public. 2. Ability to organize and coordinate support from professional and technical city staff, legal and financial consultants and others as required to ensure successful completion of community development or redevelopment activities. 3. Exceptional ability to communicate effectively, both orally and in writing with elected officials, business persons, developers, contractors, residents, city staff and the general public, including making formal presentations. 4. Considerable ability to use creativity and sound judgment to resolve differences and respond to challenges. 5. Thorough knowledge of the principles, practices and techniques of community and economic development, planning and zoning 6. Knowledge of strategies, techniques or requirements relating to addressing environmental problems associated with economic development or redevelopment projects. 7. In depth knowledge of financial strategies for development. 8. Considerable knowledge of management principles and practices. 9. Considerable knowledge of budget development and administration. ëê 10. Thorough knowledge to supervise and motivate staff either directly or through others. 11. Considerable ability to develop and implement department policy and to provide effective leadership and promote teamwork. 12. Computer skills to include word processing and spreadsheet software. MINIMUM QUALIFICATIONS: 1. Bachelor’s degree in Economic Development, Urban Planning, Public Administration, or related field. 2. Five years of progressively responsible municipal government experience in economic/community development related activities or a combination of municipal and comparable private sector experience. DESIRABLE QUALIFICATIONS: 1. Masters degree in Economic Development, Urban Planning, Public Administration or related field. 2. Seven years of municipal government experience in economic/community development related activities or a combination of municipal and comparable private sector experience. 3. National Development Council Certification ENVIRONMENTAL CONDITIONS : The work environment is usually quiet in the office, and the workload of this position is such that during some periods of time activities will be hectic and stressful with numerous and diverse tasks. Incumbent may deal with angry or upset citizens, including but not limited to developers and contractors. Fieldwork is considerable and includes attendance at business sites, construction sites and frequent meetings.
