JOSKPH MEETING DATE: AGENDA ITEM SUBMITTED BY: February 18, 2010 Police Chief Reports Police Department Council Agenda Item 8 BOARD /COMMISSION /COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: For the past several years the City has leased vehicles from the State of Minnesota as it was more economical than purchasing the car. BACKGROUND INFORMATION: Currently we are scheduled to replace two of our patrol cars. These two cars are leased through Travel Management with the State of Minnesota. A change to the program this year will result in the city purchasing the fuel for the cars. In the past the fuel was part of the lease. The lease prices have been reduced to omit the gas and are 40 to 50% less. A car leased with gas included is $945 and the new program without gas is $552. We currently lease the patrol cars on a 4 year /100,000 mile program. The vehicles are then stripped down and sent back to Travel Management for replacement. There are pro's and con's to purchasing vs. leasing. They are as follows: 1. Purchasing is money up front vs. lease is a monthly payment 2. Ford is doing away with the Crown Vic in 2011 3. No new equipment needed if we stay with the Crown Vic. 4. MPG is the same for both the Tahoe and the Crown Vic. 5. More room in Tahoe, easy in and out, gear kept in side and warm. Since the City did not plan on purchasing police vehicles, the budget does not include funds to outright purchase a vehicle. To purchase a vehicle the City would need to look at including the vehicle in an equipment certificate, financing through the vendor or using reserves. When comparing the cost of leasing versus purchase, the difference is minimal and if we had to add financing costs to the equation, it would be cheaper to lease. At this time I would like to recommend purchasing one Crown Vic and one Tahoe. As you can see from the attached, the mileage is similar. The Crown Vics are more difficult to get in the car, especially if you are larger adding all the equipment. We have one Officer that is tall and has a hard time in the Crown Vic, at some point we will have to look at a different vehicle. This would be a good opportunity to make the change. I realize that we purchased a Tahoe, but we would like to keep the mileage lower on this vehicle so it will last longer.
