Transportation Appropriations Priorities
WHEREAS, the St. Cloud Area Planning Organization has (APO) is responsible for developing
a long range Transportation Plan for the St. Cloud Metropolitan Area consistent with federal
transportation planning regulations, and
WHEREAS, the St. Cloud Metropolitan Area 2035 Transportation Plan forecasts nearly $674
million of unmet roadway and bridge needs within the St. Cloud Metropolitan Area through the
year 2035, or a $31 million shortfall annually, and
WHEREAS, the United States Congress is currently soliciting candidate projects for federal
Fiscal Year 2011 transportation appropriations funding, and
WHEREAS, the St. Cloud Area Planning Organization has prepared the attached prioritized
candidate project lists of roadway and transit projects for federal Fiscal Year 2011 transportation
appropriations funding.
NOW, THEREFORE, BE IT RESOLVED, that the St. Joseph does hereby endorse the attached
St. Cloud Metropolitan Area prioritized project lists to be submitted to the United States
Congress for federal Fiscal Year 2011 appropriations funding consideration.

Overview of a Regional Human Rights Office
Duties to be contracted with the State Department of Human Rights
Staff time (1.5 FTE) for the St. Cloud Area Human Rights Office can be categorized into the following four categories:
Complaint Processing — 35%
Receive, investigate and make determinations on charges alleging unfair discriminatory practices. The investigation will
include intake, assessment of the complaint, research and evaluation.
Based on the complaint, resolution can include: mediation, alternative dispute resolution, facilitation of settlements,
referral or dismissal.
Contract Complaanc%ther responsibilities — 5%
Ensure that contractors with the state and city governments are compliant with applicable affirmative action provisions.
Other responsibilities can include items such as the Human Rights Commission Activities.
Education /Outreach — 55%
Help foster a social environment that values diversity and equality by educating residents about their rights and
responsibilities. Goals of the Education and Outreach include —
➢ Respond to current human rights issues in our communities.
➢ Expand the understanding of the MN Human Rights Act and local human rights ordinances.
➢ Conduct Training and Workshops, such as:
✓ New Resident Information
✓ Fair Housing Training /Tenant Landlord Relations
✓ Cultural Sensitivity Training
✓ Regularly schedule events focusing on Human Rights
✓ Public Safety Training
