SUBMITTED BY: Administration BOARD /COMMISSION /COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: BACKGROUND INFORMATION: In 1993 the City Council established a Star City Commission. At this time the Star City program was part of the MN Department of Trade and Economic Development. Cities completing and receiving the designation were eligible for some financial incentives for qualifying industrial project. The City completed the process and as a result the St. Joseph Economic Development Authority was formed. This body continued the work of the Star City Commission and they have not met since. Since this Ordinance is no longer needed or applicable, the Ordinance should be repealed. Repealing of an Ordinance requires a motion of the Council and publication. BUDGET /FISCAL IMPACT: Cost of Ordinance publication ATTACHMENTS: Request for Council Action 4(f):1 Resolution 2010 -006 — Repeal Ordinance 29 4(f):2 REQUESTED COUNCIL ACTION: Authorize the Mayor and Administrator to execute Resolution 2010- 006 repealing Ordinance 29, Star City, causing the same to be published. CITY COUNCIL RESOLUTION 2010 -0006 RESOLUTION REPEALING ORDINANCE 29 —STAR CITY RECITALS: WHEREAS, the City Council for the City of St. Joseph had passed Ordinance 29, entitled "Star City" in 1993 and such Ordinance was needed to promote Economic Development; and WHEREAS, the Star City program was administered through the State of MN and is no longer a viable program; and WHEREAS, the St. Joseph Economic Development was formed from the Star City and continues to promote Commercial and Industrial Development using current economic development tools. THEREFORE, IT IS HEREBY RESOLVED: 1. The City Council is repealing Ordinance 29 in its entirety; and 2. The City of St. Joseph directs the City Administrator to publish the same.
