GOVERNING WITH DECLINING RESOURCES Assuming things are not going to improve much in the immediate future
how should be respond to diminished resources. What should be our priorities? Example 16`h St SE Should we settle for somewhat
workable improvements as opposed to the doing the best but more expensive options
I really want to avoid nit picking specifics such as a welder v lights for police care

RECYCLING - - -is the payback option in need of change.
STAFF RELATIONS -and staff council —What is the pecking order? Who speaks for the administration? Do all need to be
at Council meetings, etc. PROBABLY DONE
