July 3, 2010, Outdoor Concert SUBMITTED BY: Administration /Police BOARD /COMMISSION /COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: In previous years the City advertised two separate hearings for the outdoor events mentioned above. Since the applications annually arrive at the same time, we published them together this year for one publication. BACKGROUND INFORMATION: The Council will be considering two separate events in the public hearing they are as follows: Senior Farewell — This event is planned in cooperation with the College of St. Benedict and St. John's University. This event has been successful in the past three years providing a place for the seniors to gather after the bars close without causing public safety issues. The outside beer garden will be open from 9:00 PM to midnight and after that all alcohol must be purchased indoors. The outside will become a gathering place after hours where CSB /SJU will provide pizza and pop to those attending. CSB will be providing and paying for additional staffing. St. Joseph Parish, July 3, 2010 Outdoor Concert: The St. Joseph Parish is again planning on the outdoor concert held in conjunction with the 4th of July. The event will be the same as in the past with the concert beginning at 6:00 PM and ending at midnight. Part of the site plan is to close College Avenue from Minnesota Street to East Baker. Property detour signs will be displayed. The packet of information includes an application to the County for street closure. The City must act on this as well. The Police Chief is working with the Parish and committee members to assure that adequate staff and training is included. The Parish will be responsible for paying the additional public safety cost. July 4, 2010 Parish Festival: Like previous years the St. Joseph Lions are planning the 4th of July Parade which will run down Minnesota Street. After the parade is completed Minnesota Street between College Avenue and 1St Avenue NW will be closed. The material following this page includes and application for closure. BUDGET /FISCAL IMPACT: Overtime, some of which will be reimbursed by the Parish. REQUESTED COUNCIL ACTION: Two separate actions should be taken, the first authorizing the Mayor and Administrator to execute the Temporary outside Liquor License for Sal's Bar for an event to be held on May 7, 2010 between the hours of 9:00 PM and Midnight. 5:1 The second action is authorizing the Mayor and Administrator to execute the Temporary outside Liquor License for St. Joseph's Parish for an event to be held on July 3, 2010 between 6:00 PM and Midnight and to approve the temporary road closures for July 3 and July 4, 2010. This day is traditionally known as "Senior Farewell ". Beer will be sold from 9pm to midnight (12:00am). After midnight, patrons may consume a drink purchased inside, in the outdoor beer garden. There will be no band or music outside. Sal's management will contact all surrounding neighbors informing them of this event. The Beer Garden will become an after hours gathering space for students. Beginning at 1:00am, students would exit the bar into this fenced area where they will be provided with free pizza, soda, water, etc. This "after hours" location (1:00am to 2:30am) would be the gathering spot where students could have some food and non - alcoholic drinks and disperse in a slow and staggered fashion. The goal is slow the exit from Sal's, offer some sobering food and drink, and provide students with a place to gather other than the city streets. This proposal has been developed through several conversations involving Kyle Schneider ( Sal's), Chief Jansky, City Administrator Judy Weyrens, Michael Connolly (SJU Dean of Students), Shawn Vierzba (SJU Life Safety), Jody Terhaar (CSB Dean of Students) and Darren Swanson(CSB Security). Set -Up: • The parking lot will be illuminated with portable lights for the event. • A double snow -fence will placed around the perimeter. • Porta- Potties will be rented for the event. • A tent will be erected in the parking lot. • Trash receptacles will be placed in the area. Staffing: 2 FT officers and 2 reserve officers will be hired to staff the event. Sal's will be responsible for carding all patrons entering the beer garden and serving all patrons. Clean -up: • All trash will be removed from the parking lot and the adjacent streets cleaned by Sam, May 8, 2010. This has been a well- managed event for the past three years. Saint Ben's and Saint John's is grateful to the City leadership and Sal's Bar for working cooperatively on this event. The concert will be held in the parish's east parking lot. College Avenue will be closed between the east parking lot and the church and school grounds. The concert will feature Bobby Vee and his family along with three other bands. The concert will start at 6:00 pm and end at 12:00 midnight. The St. Joseph Chamber of Commerce and the St. Joseph Jaycees will provide a fireworks display that will take place during one of the intermissions and be visible from the festival grounds. Along with the concert, the parish will offer for sale food and beverage concessions, bingo, pull tabs and games for those who attend. The parish will obtain the necessary liquor license, gambling and other permits, and insurance requirements for the event. We realize that an outdoor concert will have an impact on the local residents, especially those who live in close proximity to where the concert is held. To minimize any disruption of local resident's daily routine caused by the noise generated during the concert, the parish plans to do the following: I . Position the stage and sound amplification equipment on the east side of the church's parking lot so the music is directed toward the church and church grounds. 2. Advise all residents living adjacent to the church parking lot of the concert, the time of the concert (6:00 pm to midnight), and that alternative lodging arrangements will be provided them if they choose not to attend the concert. Residents will be offered a room at a local motel at the parish's expense. The parish is working closely with the Chief of Police regarding security for the concert. The concert and festival grounds will be fenced and security officers will be at all entrances as well as patrolling the grounds.
