The purpose of the plan was to develop a plan to help protect the infrastructure. The roads were inventoried and reviewed and areas were scheduled for seal coating, overlay and crack filing. Budgetary constraints delayed some of the work identified and we are two years behind on the seal coating schedule. Each year the 5 -year capital plan includes the programming for the coming year. At this time we are scheduling the seal coating as identified for the year 2008 and the crack filling for 2010. Attached is the Capital Improvement form for the street maintenance program. BACKGROUND INFORMATION: Staff has received quotes from several vendors for crack seal /seal coat bituminous maintenance. These quotes were for 38,349sq/yd of bituminous to be seal coated and approximately 70,000 ft of crack in the bituminous pavement which would require approximately 25,000lbs of crack seal. Astech has the low quote on the seal coat at $1.00 per sq /yd. Hard Line Asphalt has the low quote on the crack seal at $1.04 per /lb but does not include using compressed air to blow the cracks and a sweeper to clean up after the routing. Astech has the required equipment to perform the crack sealing to the City of St. Joseph's specifications at $1.18 per /lb. Therefore, staff is recommending Astech for crack filling and seal coating of the streets. Staff also received quotes on the trail system in Klinefelter Park for crack seal and sealing the walking path. The trail is a 3,234ft trail that is in need of maintenance. Astech is the low quote at $4,665.00. Staff is recommending rejuvenator on the trail and not a chip seal. After application the trail would be closed for two days to allow curing of the rejuvenator. Staff is requesting up to $80,000.00 to ensure planned bituminous maintenance is completed. The amount of crack fill requested is an estimate of the required amount needed. The City is allowed to utilize quotes for projects under $ 100,000 so the request is within the statutory guidelines. BUDGET /FISCAL IMPACT: Up to $80,000 will be used from the general capital equipment fund for bituminous maintenance. We didn't do any streets in 2004. In 2005 we sealcoated streets in Northland. The amount allowed in prior years was $25,000, current requested amount is $50,000. We need to budget at least $50,000 to avoid falling way behind on this program. With the increased oil cost the cost per year will need to increase to maintain coverage as designed previous years.
