Backgroundd:
Harvey Pfannenstein, Owwner of St. Jooe Meat Marrket will be ssubmitting an application tto the
Business Façade Architecctural Grant Program. Accopy of the aapplication will be distributted at

the EDA meeeting on April 28.

The applicattion is for ann expansion oof the existinng structure 226 1Avenuue Northwestt. The
planned exppansion wouldd increase thhe building ssize from 4,2222 s.f. to 7,,224 s.f. (3,0002 sf
addition).
Additional infformation on the project annd site plans applicable to the expansioon are containned in
this packet under the Dowwntown Parkinng agenda iteem packet infoormation.
As you are aaware, the BFFA Program iss a matchinggrant is for aarchitecturalsservices and aactual
construction costs relatingg to façade rredevelopmennt or landscaape visible froom public rig
hts of
way. The EDDA’s 2010 capital allocatioon included fuunding for BFFA Grant applications and other
revitalizationefforts. While the capitaal fund was rrecently reduuced, the remmaining balannce is
sufficient to ccover additionnal BFA appliccation.
BFA programm oversight annd authority foor grant approoval was deleegated to the EDA. The EDDA is
to review andd approve graants based onn the followingg guidelines oon a first come, first servedd
basis:
1.A prooject for whichh an applicatiion has been received will only be revieewed if it is filled
outccompletely annd accompanied by photoggraphs illustraating subject bbuilding(s) andd
property.
2. Prefeerence will bee given to projjects which:
Will possitively contribbute to the Citty revitalizatioon/renewal effforts.
Will elimminate a blightting influencee.
Will resuult in a visiblee improvemennt that would nnot be made otherwise.
Demonsstrate a ratio oof private inveestment to puublic investmeent greater thaan
2:1.
3. Projeect is consisteent with the CComprehensivve Plan, transsportation planns and other
appliicable plans. The project iss consistent wwith the Compprehensive Pllan.
4. Projeects must be completed wiithin a timely manner from date of officiaal project appproval
(i.e.oone year withh a maximum extension of an additional six months). As indicated,

dollaars are limitedd and reimbursement will be made after project improovements aree
comppleted, and reeimbursement requested. The project wwill be complete within one year.
