MEETING DATE: May 12` 2010 AGENDA ITEM: Class B License BACKGROUND INFORMATION: This issue has'come up at our last meetings. I still have not received any new licenses' from any of the members who do not meet this requirement. We have discussed how to handle this and I and the City Administrator drafted a letter that each member will be receiving in June when the sign there pay stubs. BUDGET /FISCAL IMPACT: ATTACHMENTS: yes REQUESTED ACTION: Have the Fire Board review the letter that the members will be receiving. ST. JOSEPH MEMORANDUM 0 . FIRE DEPT. IOOCUIOIMS CIMpO 01 CII003 YIOOISOL Date: To: From: Jeff Taufen, Fire Chief RE: Required Licensure — CDL w /tanker endorsement As you are aware the Fire Department Personnel Policy became effective on December 1 2008. At that same time each Firefighter was provided a copy of new policy and the new provisions were discussed. One of the provisions discussed at that time was the requirement for all firefighters to secure a CDL w /tanker endorsement drivers license. Section 401.30 of the Fire Department Personnel Policy states: Members of the SJFD are required to hold a valid State of Minnesota Commercial driver's license with a tanker endorsement. The City shall reimburse firefighters the difference between a standard driver's license and Commercial License with endorsement. Members must notify the Fire Chief of any suspensions, revocations, and /or actions taken which would affect the member's ability to maintain licensure or insurability. Loss of a driver's license will require a member to take a personal leave of absence. At our January 13 2009 meeting you were notified that you have two years, until January 12 2011, to get your CDL license with Tanker endorsement. The Fire Board, along with the Fire Chief, has discussed the importance of all members meeting this requirement and ramifications for non compliance. The Fire Board has required that all persons on the department secure the license, not just those members driving the vehicles. All members have the opportunity to operate the vehicles, hence the requirement. You have been reminded many times though out the past year of this requirement and in fact we have provided training through drills on parts of the requirement. In addition we have offered to help prepare for the testing, provided a copy of the booklet for testing, offered the use of a fire truck to take the test and pay the additional Iicensure cost. Therefore, please be advised that unless you provide proof of Iicensure by January 12, 2011 you will not be an active member of the Fire Department and your retirement years with the St. Joseph Relief Association will be reduced for each month that you have not meet the licensure requirement. At the same time the Fire Department Investigating Committee will have to determine your continued membership. By signing the below you acknowledge receipt of this notice, verifying that you have not secured the required CDL Licensure w /tanker endorsement and that you have been noticed of the consequence for non compliance.
