J()SKPH MEETING DATE: AGENDA ITEM: SUBMITTED BY: May 20, 2010 Safe & Sober Grant Police Chief BOARD /COMMISSION /COMMITTEE RECOMMENDATION: Council Agenda Item 8(a) PREVIOUS COUNCIL ACTION: Over the past years the City has participated in the Safe & Sober program providing for additional enforcement for targeted areas. BACKGROUND INFORMATION: The City of St. Joseph has been a part of the Safe and Sober program since 1999. The purpose of the program is to place officers on the streets during high travel times focusing on specific regulations. The program is operated on waives and one waive may focus on seatbelt, child restraint or speed. The program pays for overtime wages of participating agencies. Each agency is given a specific amount of hours and dates the program is running. The City is responsible for the benefit and equipment cost. The overtime costs are covered by grants to the State of Minnesota from the National Institute of Traffic Safety. In the past the police department has been a part of the C.R.A.S.H Task Force (Central MN Reduction of Accidents for Safe Highways. This task force is made of agencies from both Stearns and Benton County. This is a part of the statewide Safe and Sober Program. Each year we are requested to do a council resolution to stay as part of this group and obtain funds. I would recommend that we stay with this program. BUDGET /FISCAL IMPACT: Officers wages are covered by the grant. The City cost is equipment and benefit cost. ATTACHMENTS: Resolution 2010 -011 REQUESTED COUNCIL ACTION: Authorize the Mayor and Administrator to execute Resolution 2010 -011, participating in the Safe and Sober Program. 8(a):1 2010 -011 RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT Be it resolved that the City of St. Joseph- Police Department enter into a grant agreement (Name of Partner Agency) with the Minnesota Department of Public Safety, Office of Traffic Safety for the project entitled C.R.A.S.H. Task Force (Central MN Reduction of Accidents for Safe Highways during the period from October 1, 2010 through September 30, 2011. Be it further resolved that D. Ballantine - Chief of Police of the St. Cloud Police Department (Title of Lead Agency Authorized Official) is hereby authorized to execute the grant, be the fiscal agent and administer this grant on behalf o£ Stearns County Sheriffs Department, Albany Police Department, Avon Police Department, Belgrade Police Department, Cold Spring Police Department, Kimball Police Department, Melrose Police Department, St. Joseph Police Department, Sartell Police Department, Sauk Centre Police Department, Sauk Rapids Police Department, and the Waite Park Police Department .
