I am sending this notice to you of this year's meeting for our proposed Five
Year Highway Construction Program.
NOTICE FOR FIVE YEAR CONSTRUCTION
PROGRAM
Notice is hereby given that the Stearns County Department of Highways
will consider a Five -Year Highway Construction Program using federal funds,
state aid funds, and local funds at a meeting to be held in the Stearns County
Public Works Building, located at 455 28h Avenue South, Waite Park, MN., on
Monday, June 7, 2010 at 7:00 p.m.
I want to emphasize that this meeting is on a proposal only and at this time has
not been adopted in any way by the County Board. They will await the
outcome of the Public Meeting prior to adopting the program and its fmal form.
Copies of the proposed program will be available at the meeting and on the
County website at www.co.stearns.mn.us. If you have any questions pertaining
to this matter, please contact me.

Meeting Summary for 5/21/10 session on Transportation -St. Joseph
Thanks to all able to attend our last session and for continuing to prompt progress in providing transportation services to
residents of St. Joseph.
Note: our NEXT MEETING is scheduled, again for Friday, St. Joseph City Hall at 2:00 on June 25th.

Meeting Summary:
All indications are for continued work to make transit services happen in St. Joseph and there was no opposition
mentioned at the meeting. What form the services ultimately take are subject to further discussions.
Welcome to the new attendees at this session. In particular, it sounds like the St. Joseph Action group has an interest at
this time and will continue to be a part of this group to both relay information and to help promote the new transit
options expected to be available from the Tri -CAP Transportation Program this fall. Overall, the Tri -CAP Transportation
Program is not scheduled for any "new bus" but has a replacement vehicle planned for 2011. St. Benedicts Monastery
has generously offered to provide usage of a wheel -chair accessible bus, to Tri -CAP, for providing the transit services for
St. Joseph residents. The bus driver would be trained /provide by Tri -CAP. Contractual
needs / liabilities /issues /limitations /maintenance will be worked out but no cost for the bus itself is expected. Riders will
be charged at a cost of $1.25 for an intercity trip and $3.00 for city -to -city trips....... this income is retained by Tri -Cap
along with the monthly fee paid for the bus service.
Services are being anticipated for St. Joseph this fall, probably with a deviated fixed route 1 -2 days weekly, within St.
Joseph and with trip /s into the St. Cloud metro area. A deviated route is best defined by Linda Elfstrand but, generally I
believe she explained it to be a route with designated pickup /drop locations while including nearby stops that basically
merge with and do not interfere with the established fixed route schedules.
The services /situations referenced here are not a guarantee and are subject to approval by the Minnesota Department
of Transportation and contractual structures by all of those with a vested operational /financial interest.
As usual, if anything is significantly in error please advise at or before the next meeting and if needed a rewrite of this
summary will be done and distributed to this group.
