PREVIOUS COUNCIL ACTION: The City Council on April 14, 2010 conducted the public hearing for the
proposed improvements to 16th Avenue. At the conclusion of the meeting the City Council passed the
resolution ordering the Engineer to design the project for advertisement and bidding.
BACKGROUND INFORMATION: Since April 14, the plans have been prepared and the City Engineer and
Public Works Director have been meeting with residents abutting the proposed improvements.
Residents were invited to meet with the Engineer on May 26 and June 2. After the last meeting on June
2 the final plans will be prepared. In order to keep the project moving the Council will need to approve
the advertisement and bidding of the project. Additional information will be presented t the Council
meeting.

RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING
ADVERTISEMENT FOR BIDS
16th Avenue
WHEREAS, pursuant to a resolution passed by the council on April 14, 2010, the city
engineer (consulting engineer retrained for the purpose) has prepared plans and
specifications for an improvement between a point 100 feet to the south of Dale Street
East and Minnesota Street East by constructing grading, storm sewer, bituminous street
with concrete curb and gutter and turf improvements and has presented such plans and
specifications to the council for approval;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST. JOSEPH, MINNESOTA:
1. Such plans and specifications, a copy of which is attached hereto and made a part
hereof, are hereby approved.
2. The City Administrator shall prepare and cause to be inserted in the official paper,
St. Cloud Times, an advertisement for bids upon the making of such improvement
under such approved plans and specifications. The advertisement shall be
published for days, shall specify the work to be done, shall state that bids will
be opened and that the responsibility of the bidders will be considered by the
council at d on ' in the St. Joseph City Council
Chambers of the city hall, 25 College Avenue North. Any bidder whose
responsibility is questioned during consideration of the bid will be given an
opportunity to address the council on the issue of responsibility. No bids will be
considered unless sealed and filed with the City Administrator and accompanied
by a cash deposit, cashier's check, bid bond or certified check payable to the City
Administrator for percent of the amount of such bid.
