Villages at CSB SUBMITTED BY: Administration Council Agenda Item 5 BOARD /COMMISSION /COMMITTEE RECOMMENDATION: The Planning Commission received the concept plan for a development entitled Villages at CSB. The Planning Commission encouraged the developer to proceed with the project and begin the development project. PREVIOUS COUNCIL ACTION: None. BACKGROUND INFORMATION: The City staff was made aware of a potential development on CR 121 /College Avenue South that was to be developed by Collegeville Communities. Therefore, as a proactive measure the developer was invited to a staff meeting to discuss the proposed concept. At the time of the staff meeting the proposed development was described as a 55+ community which would include single family housing (rental and ownership), group facility and possibly an Inn (approximately 30 units). The property being discussed was the same property that was discussed approximately two years ago. The staff was supportive of the development and encouraged the developer to submit a concept plan for the Planning Commission to consider. We are submitting the attached concept plan to you for your review and recommendation. As you know, we have a purchase agreement with the College of Saint Benedict to acquire ten acres of land across from the College on College Avenue and Callaway St. for a housing development designed for adults 55 +. We are pleased about this p.a. and are hopeful about all this proposed development can offer to St. Joseph and its residents. • The name of the development is The Vi/ /age at CSB. If the development is supported by you and the Council, the 10 acres will be owned by us until sold to individual owners. We have proposed an agreement with the College for future residents to use the health facilities, library, and dining center on campus as well as the ability to attend most classes. This is why the name association is helpful to us. • The type of housing we are proposing: attached, mostly single story homes for purchase, a few single family free- standing homes, single story and 1 1h story attached homes for rental, and potentially a two story assisted living building. These homes will be of high quality inside and out and will include tasteful landscaping and generous sidewalks. An architect's sketch of the style we are proposing is attached. • These homes will be environmentally progressive. Our current plan is to utilize geo- thermal heating and cooling for all of these homes and buildings. The efficiency of this heat source will be a financial advantage for the home owners too. • Tuesday, May 25, 2010 we have a meeting with the civil engineer, CSB's physical plant director, and our contractor regarding utilities, water retention, and water drainage. • We will be applying for a P.U.D. for this project. We are well- versed in the various ordinances including set - backs, driveways, and density issues. The project will very likely be built in three phases. These phases are shown in the attached drawings. • Not included in the P.U.D, but part of our process will include a request to rezone a portion of the land at the corner of Callaway St. and College Ave. to commercial. The plan is for a small scale inn. This inn will be open to the public and offer additional employment within the city. • Our plans and timeline for construction are manageable but precise. We need to be able break ground in September 2010 for the project to be financially sustainable, and we'll need your help and support on achieving this timeline. Our request to you at this point is preliminary approval and support of this concept. Following this we will submit a detailed application addressing all of the necessary issues to receive a P.U.D. approval.
