BACKGROUND INFORMATION: The City has utilized this grant in the past to assist with underage drinking enforcement. The City did not receive funding in 2009 so the City incurred some additional overtime on weekends in fall and spring. The acceptance of this grant will defray overtime costs for weekend enforcement. Your department has been selected by the Minnesota Institute of Public Health (MIPH) as a recipient of our Alternate Underage Drinking Enforcement grant program. I want to commend you on your application. The review committee was particularly supportive of your focus on identifying the providers of alcohol and working with your local colleges for additional sanctions. We have approved your application for the amount of $4,500.00. I am still working out some details for contracts to be developed and sent out. I hope to have them out to you in the next few weeks. The contract will include the duties that we expect you to carry out under this contract. One duty we will include in the contract is to meet with the prosecutor (usually County Attorney's Office) that would handle gross misdemeanor procuring alcohol to a minor charges. From our experience in other communities, it is important to discuss the enforcement and evidentiary issues with your prosecutor ahead of time to ensure they are willing to act on charges that you forward to them. I expect you already have a relationship with your prosecutor from previous alcohol provider cases, but we are including this because some departments may not have taken that step. Another aspect we will include in your contract is that you may, if you are able within your department, to call -in additional officers if an underage drinking party is found. You may use these grant funds to cover that unscheduled overtime if it is directly related to identified underage drinking. Allowing this call -in or call -back funding has been helpful to some departments in the past so we will allow the same opportunity to you. A new requirement this year is that you must conduct pre- and post - enforcement media. For your invoicing and reporting, we will ask you to submit, at minimum, the news releases that you issued. We would also appreciate copies of any coverage that you receive.
