The City Council has authorized the formation of a Student Rental Working Group pursuant to a
Councilors request from the EDA Board. The Working Group (WG) will consist of a small group of stakeholders
Steve Frank with professional and technical expertise who will work with City representatives to examine
Bob Loso transition strategies related to rental housing changes.

Dale Wick The WG group parameters at this time are quite undefined other than to determine, examine, and
report potential strategies to transition student rental properties from previous occupancy levels to
EDA those experienced post- change in CSB /SJU on campus residency requirements. Presumably clear
Carolyn Yaggie— and factual information, first hand, from each person within the working group will be required as a
Heinen means of defining 'where, if anywhere, we go from here'. The extent of the task at hand is likely to be

Tom Skahen The initial WG meeting is set for Wednesday, August 25 at 1 p.m. in the lower level conference
Dale Wick room at City Hall. EDA Members Wick and Heinen have expressed an interest in involvement with
the WG. Other participants in the WG at this time are representatives (i.e. property manager and
representatives from the brokerage) from St. Joseph Student Housing (aka Campus Villas), Michael
Gamades representing the properties at 101 South College Avenue, Cory Ehlert student rental
property owner, and Sue Palmer, VP Finance at CSB. The City's Rental Inspector Gary Utsch has
been invited to join the WG.
An update from the initial meeting will be provided for the Board.
