AGENDA ITEM: Mayor Proclamations — Requested Action: Authorize the
Mayor to execute and present a proclamation for Assisted Living and one honoring Jean Matzke (former
Millstream Arts Organizer).

BACKGROUND INFORMATION: From time to time the Mayor is requested to prepare and present
proclamations. The Mayor was approached in the last month to present to proclamations:
1. Weekend of September 25 — 26 as Jean Matzke Weekend
2. Week of September 2 —18 as Assisted Living week.

REQUESTED COUNCIL ACTION: Authorize the Mayor and Administrator to execute the Proclamations
as requested.

MAYOR PROCLAMATION
Jean Matzke Weekend — September 26 — 27, 2010
WHEREAS, Jean Matzke was an accomplished fiber artist, friend business, owner, mentor, advocate,
volunteer and support of the arts in the St. Cloud regional area; and
WHEREAS, Jean created passionately through her artistic skills and constantly challenged herself to grow
— she brought that same passion and dedication to raising the accessibility of arts in her community and
expanding the quality of life in St. Joseph and the surrounding area; and
WHEREAS, Jean used her enthusiasm of the arts to help found the Millstream Arts festival, an
opportunity for artist to display their talents with Central Minnesota and provide an opportunity of
fellowship with their colleagues; and
WHEREAS, Jean continued to support the arts by serving on the Millstream Arts Board of Directors the
entire time in which she lived in St. Joseph; and
WHEREAS, Jean was taken from this world in a tragic accident in June 2009 in St. Paul; and
WHEREAS, the Millstream Arts festival began in St. Joseph, later moved to St. Cloud and then returned
back home to St. Joseph, the festival continues to grow drawing exhibitors and consumers from various
regions.
NOW THEREFORE BE IT RESOLVED, that the City of St. Joseph declares the weekend of September 25 —
26, 2010 as Jean Matzke Weekend. This weekend is especially fitting as the Millstream Arts Festival will
be held on September 26, 2010.

Honorable Mayor Rassier,
We are seeking a mayoral proclamation to designate the weekend of September 25 — 26, 2010 as
Jean Matzke weekend. We want the community of Saint Joseph to recognize the contributions
of former Millstream Arts Festival organizer, gallery owner and artist Jean Matzke made to the
St. Joseph and surrounding region's arts community.
Jean Matzke was an accomplished fiber artist, friend, business owner, mentor, advocate,
volunteer and supporter of the arts and the communities she lived in. She created passionately
through her artistic skills and constantly challenged herself to grow — she brought that same
passion and dedication to raising the accessibility of arts in her community and expanding the
quality of life in St. Joseph and the region. She was a founding member of the Millstream Arts
Festival and served on its board all the time she lived in the St. Joseph area.
In celebration of her life, dedication and artistic accomplishments; friends, artists, collectors and
supporters of Jean Matzke are mounting two retrospective exhibits of her work at the two
galleries of St. Cloud State University, where she received her Masters of Fine Arts in 1984.
The first exhibit — Taking the Right Turns: An Artist's Progression will take place at the Kiehle
Gallery, August 23 — September 25. The second exhibit — Taking the Right Turns: Jean's
Themes will take place at the Atwood Memorial Center Gallery, September 20 — October 28.
There will be an opportunity at the Millstream Arts Festival Sunday, September 26 at which we
would be honored if you, Mayor, Rassier could attend and officially present the proclamation.
There will also be a joint reception Saturday, September 25, from 3 — 6 pm where we have also
invited Mayor Kleis to present the St. Cloud Jean Matzke week proclamation at which you could
also present the St. Joseph proclamation to Jean's children and family if that would fit better into
your schedule.
As a note, Jean was taken from this world in a tragic accident June 2009 in Saint Paul and we all
lost a good friend, community steward and artist.

MAYOR PROCLAMATION
Assisted Living Week — September 12 -18, 2010
WHEREAS, the City of St. Joseph has a diverse population, providing for housing for all ages; and
WHEREAS, the City of St. Joseph recognizes that residents of St. Joseph have a desire to live in St. Joseph
for as long as they are able; and
WHEREAS, in 1998 the City of St. Joseph was approached by James Development to construct the first
assisted living facility in St. Joseph, providing for another housing opportunity in St. Joseph; and
WHEREAS, the assisted living facility is known as Arlington Place which continues to provide quality
housing and care for residents, allowing residents to remain in the St. Joseph Community.
NOW THEREFORE BE IT RESOLVED, that the City of St. Joseph declares the week of September 12 —19,
2010 as Assisted Living Week.
