JOSEPH AND STEARNS COUNTY October 4 2010 at 8 p.m. at Stearns County Westside Service Center CALL TO ORDER OF THE JOINT MEETING— Jeff Jansen officiating PLEDGE OF ALLEGIANCE PURPOSE OF THE MEETING: The cities of St. Joseph and Waite Park, along with the Township of St. Joseph, and Stearns County have proposed changes to their Orderly Annexation Agreements and Memorandums of Understandings. The meeting is set up to seek public input on these proposed changes. The changes relate to streamlining the development process in the Orderly Annexation Areas. If each governing body is comfortable with the proposed revisions, actions on these changes could occur after the public hearing has been closed. Each governing body could also determine they would like to consider the matter further and choose to take action at a later time. READING OF THE PUBLIC HEARING NOTICE by Jeff Jansen PUBLIC HEARING IS OPENED AT P.M. BRIEF DESCRIPTION OF THE PROPOSED CHANGES BY STAFF ACCEPT PUBLIC COMMENTS FROM THE AUDIENCE OR ANY COMMENTS IN WRITTEN FORM FROM THE PUBLIC. MOTION TO CLOSE THE PUBLIC HEARING Moved to close the public hearing. Seconded the motion. Public Hearing Closed at p.m. COMMENTS BY GOVERNING BODIES The Governing Bodies will discuss amongst the group the proposed changes. Each governing body could choose to adopt the proposed changes at the meeting or decide to review the revisions further prior to making a decision. If a Governing Body chooses to take action that Governing Body should open its own meeting and have separate motions for approval. SUGGESTED MOTIONS FOR ACTION: Councilmember /Town Board Supervisor moved to approve OR deny the proposed revisions to the Orderly Annexation Agreement AND the Memorandum of Understanding between St. Joseph Township and the City of St. Joseph OR Waite Park as presented OR with the following revisions: Councilmember /Town Board Supervisor seconded the motion.
