Park Terrace Subdivision
BACKGROUND INFORMATION: During the city council's prioritization of the 5-year CIP for 2010,
improvements to the Park Terrace Subdivision were identified as a high priority project. Earlier in the
year staff presented photographic information to the council relative to staff concerns about the limited
access and the condition of the sanitary sewer in the neighborhood.
BUDGET /FISCAL IMPACT: The estimated cost to prepare the feasibility report is $18,900, and it
would ultimately be included in the engineering cost for the overall project. The study would identify the
feasibility of proposed utility and street improvements and associated opinions of probable construction
cost. It is anticipated that the cost for lining the sanitary sewer in its present, back -yard locations and
constructing new pipe in the streets will be investigated.
In an effort to minimize initial costs, the study will identify preliminary assessment rates (similar to what
was prepared for the 16th Avenue SE Improvements) rather than a preliminary assessment roll.
Previously, when the City Council authorized a feasibility study, the report would include a preliminary
assessment roll. The preparation of the individual assessments is a more labor intensive process as
individual property ownership is researched including the legal description.
It is anticipated that the City would ultimately bond for the improvement costs, thus the Statute 429
process must be followed. The 429 Statute identifies a series of steps that must be followed if any
portion of the project cost is assessed. The first step for the council to initiate the process is to authorize
the preparation of the feasibility report.
Administration Note: When the City Council reviewed the budget on August 11, and the surplus
revenue from 2009 was discussed and potential uses for a portion of such. The Council on September
2, 2009 approved the transfer to the capital fund to fund the feasibility report for Park Terrace. The
amount designated was $ 30,000. We all know that this project has its share of complexities such as the
utilities in back yards and in some cases no easement for access, areas where the easements are
dedicated but the pipes are not located under such. Therefore depending on additional work that is
needed, it may increase.
Staff is recommending conducting an investigative open house as the first step for this project. We
would like to hear from residents concerns they have or issues they are aware of that we may not. This

type of meeting will also provide residents an opportunity to have some input before the project starts
and be aware that the City is intending to complete a project in the near future. We are looking at
scheduling this open house early to mid November and would utilize engineering and public works
personnel to staff the open house. Notices will be mailed to all residents impacted by this property
inviting them to the open house.

ORDERING PREPARATION OF REPORT ON IMPROVEMENT
Project: Park Terrace
WHEREAS, it is proposed to improve the Park Terrace area by constructing street, curb, gutter,
water, sewer and storm sewer improvements, and to assess the benefited property for a portion
of the cost of the improvement, pursuant to Minnesota Statutes, Chapter 429,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST. JOSEPH, MINNESOTA:
That the proposed improvement be referred to Randy Sabart of SEH, for study and that he is
instructed to report to the council with all convenient speed advising the council in a preliminary
way as to whether the proposed improvement is necessary, cost - effective, and feasible and as to
whether it should best be made as proposed or in connection with some other improvement, and
the estimated cost of the improvement as recommended.
