BACKGROUND INFORMATION: The Council has received emails regarding the removal of snow in
Klinefelter Park. For you convenience I have attached the minutes where the Council established the
areas for snow removal and for budgetary reasons excluded the rest.
I have asked Terry to prepare a map illustrating the areas that they currently maintain. They are
illustrated on the following pages.
Area 1 Northland Park, abut public ponds, City responsibility
Area 2 Central Business District, Approved by the Council
Area 3 4th Avenue NE, uncertain as to why this section, but the maintenance staff
indicates that the Council agreed to the removal with the sidewalk installation.
Area 4 Minnesota Street East, area in front of City holding pond, City responsibility.
Area 4 CR 121, Uncertain as to how this area become included, but is completed when
the lift station is cleared and takes approximately 15 minutes.
This is another item that the Council needs to determine if they are going to change past actions of the
Council. Staff will complete what the Council authorizes. Terry will be at the meeting to answer any
questions.

be cleared for snow.

PUBLIC WORKS DIRECTOR REPORTS
Sidewalk Snow Removal: Public Works Director Dick Taufen presented the Council with a proposed
snow removal sidewalk district. Taufen stated that during preparation of the 2004 Budget, the Council
unanimously agreed to reduce the amount of sidewalks whereby the City would remove the snow. The
Council had requested that Taufen present a sidewalk snow removal district for the Council to review.
Therefore, Taufen presented the Council with the following sidewalk snow removal district:
► MN Street W and 2 Avenue NW, east to MN Street and 1st Avenue NE and SE (both sides).
► MN Street W and 1st Avenue NW north to County Road 75.
► Ash Street from 2 " Avenue NW to 1st Avenue NE.
► College Avenue N from Minnesota Street to Date Street (both sides)
Hosch stated that he concurs with the plan with the exception of Ash Street East between 1 Avenue NE
and College Avenue N. Hosch stated that in his opinion that section of sidewalk is more residential in
nature and the City should only be considering commercial areas. The Council was in general
agreement with Hosc;i.
Utsch made a motion to accept the recommendation of the Public Works Director identifying the
areas stated above as sidewalks whereby the City would remove the snow, with the exception of
the one block area between 1 Avenue NE and College Avenue North. The motion was seconded
by Rassier and passed unanimously by those present.

Snow Removal: There has been some discussion as to how much snow removal should be done on the
City sidewalks. Rassier stated that the City should continue to only remove snow in the Business District.
By doing less, there will be fewer complaints. Hosch also stated that it would be best to do Minnesota
Street and CR 121, but not the whole City.
Wick made a motion to accept the recommendation of the City Staff and keep the snow removal
process as is. The motion was seconded by Utsch and passed unanimously.

Public Comments to the Agenda: Kathy Wirth, 110 — 8th Avenue SE, approached the Council requesting
that the trail in Kleinfelter Park be plowed. She stated that in the past the City removed the snow on the
trail and residents could use the trail for walking. This year the trail has not been maintained and she
requested that the City remove the snow so the residents can utilize the trail year round. Carlbom stated
that this is the second request that he is aware of for the snow removal.
Weyrens stated that the Public Works Department is enforcing the policy of the City whereby the City
does not maintain sidewalks and trails for snow removal purposes. While the Council could change the
policy and remove snow from Klinefelter Trail, the Council needs to consider if precedence is being set.
Graceview Estates and Liberty Pointe both include trail systems and if Klinefelter Trail is maintained are
the other trails going to be maintained? Further, if the City removes the snow from Klinefelter Trail, the
employee must drive the equipment down Minnesota Street. The expectation will then be that the
sidewalk should be plowed as they have to drive -by anyways.
The Council questioned if there are consequences to residents not removing snow from the sidewalks.
Weyrens stated that the Police Chief has recently mailed notices to residents who did not shovel their
sidewalk and the penalty is $ 50 per day.
Rieke stated that the decision to plow the sidewatks is a quality of life issue and the Council needs to
determine what level of service will be provided for such. Rassier stated that this has come up in the past
and the reason the Council discontinued snow removal was for financial reasons. Rieke suggested that
the City look into an outsourcing the service or seeking if a volunteer would be willing to maintain the trail
in the winter months.
