BACKGROUND INFORMATION: There has been considerable discussion on the format of the agenda.
The current format is comprised of two parts: standard and consent items. Since the council serves as a
policy board, the standard agenda items are limited to OR RESTRICTED TO policy issues. The consent
agenda items are defined as those items that require little if any discussion, and /or include one of the
following circumstances: the matter has been discussed previously by the Council, or an action that has
been approved unanimously by the Planning commission and recommended by that body for adoption
by the City Council.
There has been discussion about the inclusion of a new component to the agenda format entitled new
business. This entry would provide opportunity for any council member to speak on a topic not reflected
in the agenda. Adopting this addition to the format may risk the introduction an issue, discussion and
action without benefit of historical /policy data and limited input from the constituency.
The goal is for the agenda to act as a plan of action for the conduction of the meeting that clearly
illustrates the discussions to be included, allowing time for study and the solicitation of public input
prior to decision making. It is the privilege of the Council to subscribe to the format of their choosing.
Upon consensus of the Council staff agrees to implement the newly adopted format for the next
regularly scheduled City Council meeting.
