November 22, 2010
Members Present: Lonnie Abbott, Anne Glynn - Buckvold, Marge Lesnick, Cory Ehlert, Chad
Hausmann, Jennifer Steinkamp, Renee Symanietz, Terry Thene. Lori Bartlett.
Members Absent: None
Call to Order: 7:03 p.m.
Approval of Minutes: Motion to approve — Lonnie Abbott, Second- Marge Lesnick.
Approval of Agenda: Motion to approve — Marge Lesnick, Second — Anne Glynn - Buckvold.
Treasurers Report:
1. Lori reports that the Park Board has $34,000 in the budget.
2. The Youth Hockey Association has discontinued operation and has donated their
remaining funds to Saint Joseph to be used for winter activities. The total is $1,400.
3. Capital Improvements for 2011 were reviewed and the following funds are allocated;
• Millstream Park - $5,000
• Monument Park - $ 300
• Cloverdale Park - $5,000
• Total $10,300
4. Approved: Motion - Chad Hausmann, Second — Anne Glynn - Buckvold.
Monument Park and Federal Historical Site Registry /Grants: Chad Hausmann reports;
1. No grants can be submitted for the remainder of this year. We can however, apply for
grants next spring.
National Park Board Conference: Anne Glynn - Buckvold reports;
1. She was able to attend the expo portion of the convention and enjoyed all the exhibits.
She was really impressed with new small moveable playground equipment from a British
company that can be easily moved and assembled by children to exercise imagination and
dexterity. This equipment can be moved and utilized both indoors and outside.
2. No new information on a potential photographer to take pictures of the Saint Joseph city
parks which will be placed on the city website. Anne will speak with the person and have
an update at the next meeting.
3. There is a two -week youth leadership program available. The cost is $900.
Other:
1. There was in -depth discussion regarding moving the old playground equipment in
Northland Park to Cloverdale Park. It is designated as a tot lot and this would be a good
utilization of this excess playground equipment. The Master Park plan for Cloverdale
calls for an adult meditation area, but at a cost prohibited price of $253,000 the park
board approved moving the equipment for the neighborhood children to enjoy. A master
plan and layout will be done this spring.
2. There is a slide and swing set available from the Centennial Park re- development. It was
discussed about putting this equipment in the Millstream Park playground area. Further
discussion on cost needed before a decision can be made.
3. Millstream Park re- designation from a Community Park to a Regional Park was discussed
in- depth. The park board feels this park was in- correctly designated. Millstream meets the
criteria for a Regional Park due to the rentable picnic shelter, Frisbee golf course
(national tournament), softball fields (state tournaments), camping area (open to anyone)
and the size (acreage) of the park.
City Report: Terry Thene reported;
1. Eagle Scout Project by Josh Loso to place concrete around the Millstream Park bathroom
is completed and really looks nice. Josh is also trying to raise funds to put a water
fountain next to the restroom.
2. There was vandalism at the Schneider Field pavilion. Vandals busted up the soffit on the
building. Estimated damage is $1,500. Anyone with information should report it to the
Saint Joseph Police Department. Vandalism in the city parks is an ongoing problem.
3. Sweeping the Klinefelter Park trail. With the maintenance department's large number of
winter street and sidewalk responsibilities, city policy does not allow for this.
Liaison Report: Renee Symanietz reported;
1. It has been requested that the park board place pet excrement bags around the parks for
residents and pet walkers to use. The Park Board decided this was not feasible and that
pet owners are responsible for the pickup and should provide their own receptacle.
Next Scheduled Meeting Date: January 24, 2011 at 7:00 p.m. at City Hall.
