PREVIOUS COUNCIL ACTION: The Council accepted Part I of the Well Head Protection Plan at the May
20, 2010 council meeting
BACKGROUND INFORMATION: On December 29, 2010, the City of St. Joseph, MN received formal
approval from the Minnesota Department of Health (MDH) for Part I of the City's Wellhead Protection
Plan. Per that notice and Minnesota Rule, the City must notify local units of government within the
drinking water supply management area and provide a copy of the delineated wellhead protection area,
drinking water supply management area, and assessments of well and aquifer vulnerability. Notification
was sent to LGUs on January 28, 2011. The rule also states that the public water supplier must hold a
public information meeting for the general public at which the approved wellhead protection area,
drinking water supply management area, and vulnerability assessments are available for review by the
public. The agenda item before you fulfills the requirement of a public meeting.
Karen Voz, a planner from the Minnesota Department of Health, has been invited to attend the
proposed public information meeting.
Consulting staff will make a brief presentation regarding the status of the wellhead protection plan,
present the relevant information from Part I of the plan, and describe the next steps associated with
Part II of the wellhead protection plan.

Voz of the Minnesota Department of Health (320/223- 7322).
Within 60 days of the receipt of this letter, you must hold a public information meeting for the
general public at which the approved wellhead protection area, drinking water supply management
area, and vulnerability assessments are available for review by the public. This meeting can be held
solely for this purpose or it can be incorporated into another public meeting, such as a regular
meeting of your city council. If you would like a representative of the Minnesota Department of
Health to be present at the public information meeting, please contact Ms. Voz.
