JOSEPH, MN Furnish two ultrasonic flow measuring systems for installation in meter manholes and for measuring flow thru an 8" and a 10" Palmer- Bowlus flume. Installation of the manholes, flumes, ultrasonic transducers, and related electrical installation will be by others. Furnish two PLC based radio telemetry units to house the ultrasonic level /flow transmitters and to monitor, record, and transmit the flow rates and totals. • Monitor the 4 -20mA output of the ultrasonic level/flow transmitter for flow rate. • Program one relay output of the ultrasonic level/flow transmitter to be a pulse flow output (one pulse every x gallons). • Program a second relay output of the ultrasonic level/flow transmitter to energize on loss of echo from the transducer. Provide communication from each telemetry unit to the College of Saint Benedict's Building Management System (Siemens) and to the City of St. Joseph's SCADA system. The following data will be transmitted to both the College and the City: • Power failure • High level alarm • Ultrasonic flow measuring system loss of each alarm • Flow rate • Flow totals (daily, weekly, monthly, annual, cumulative) Interface with existing College of St. Benedict's Siemens Building Automation System: • The College will furnish and install fiber optic cables for connection to the telemetry unit's media converter. • The data listed above will be placed in a PLC register for access by the Siemens BAS. • All programming modifications to the Siemens BAS will be by others. • TCSI will meet with College's IT and operations staff to assist in the coordination of this link. Modifications to the existing City of St. Joseph's SCADA system. • Provide all required programming, software, and hardware as required to: • Provide radio communications between the two telemetry units and the existing SCADA system. • Display all of the above data in the existing SCADA master computer with Wonderware software. • Provide trends and Excel based reports for flow data described above. • Displays, trends, and reports will be coordinated with the City staff and will be done in a manner that emulates existing displays, trends, and reports. • Incorporate the alarms listed above into the existing alarm dialing software (and backup alarm dialer if applicable). MAINTENANCE INFORMATION - Connections should be tightened once per year. Uninterruptible Power Supply (UPS), if so equipped, should be checked periodically for proper battery operation. - An alarm should be created twice a year to verify proper operation.
