AGENDA ITEM Equipment Purchase — Requested Action: Authorize
the purchase of equipment to outfit the new police vehicle at an estimated cost of $ 11,500.

PREVIOUS COUNCIL ACTION: On February 3, 2011 the City Council approved replacing patrol car #703
with a Chevy Tahoe.
BACKGROUND INFORMATION: The new Chevrolet Tahoe should be delivered sometime in May. Most
of the equipment other than radios and radars will have to be replaced. Most of this equipment is close
to ten years old.
To replace this equipment will cost approx. $11,500.00. 1 would propose to cover these costs from the
forfeiture account. There is enough to cover this cost without taking any money from the general fund.
While I have funds in the CIP to cover equipment costs, by using the forfeited funds the CIP funds can be
reserved for updating the laptops or other needed equipment.
In addition, a camera will need to be added to the squad at an estimated cost of $ 6,000. In contacting
MADD they will fund up to $ 4,000 with a written request. I

the replacement squad and authorize the solicitation of funds from MADD to help fund the camera in

Note: The Police Department currently has two forfeited vehicles,
one is a Chev Impala and one is a Ford Explorer. Both vehicles are
at AMI for auction. The Impala should raise around $ 6,000 and the
Explorer around $ 1,000. Upon sale of the vehicles, one -third of the
revenue must be forwarded to Stearns County to defray legal costs.
As a reminder forfeited funds can only be used for Police Equipment
and is controlled by MN Statute.

Extract of City Council Minutes — February 3, 2011
Authorized Replacement Squad — Chevy Tahoe
Squad Car Replacement: Jansky reported that the Police Department currently leases all of its patrol cars
except for the 4WD Yukon that the City purchased a few years ago. He added that the 2007 Crown Vic is
ready to be taken out of service. He has looked at two different options for a replacement, either a Crown
Vic or a Tahoe. According to Jansky, this will be the last year that the Crown Vic will be used as a patrol
car. The Taurus will replace the Crown Vic. The Chevy Impala is being replaced with either the Tahoe or
the Caprice. The Dodge Charger is the other vehicle that has been used as a patrol car. He is
recommending that the City replace the current patrol car with the Chevy Tahoe. He has done a
comparison on fuel and the Tahoe that the City has been using have done exceptionally well with gas
mileage. He added that another plus for the Tahoe is that all of their equipment can be stored inside the
vehicle. Officer Klein and Sgt. Pfannenstein have been operating the two Tahoes that the City currently
leases.
Loso questioned whether maintenance and gas are still included in the lease to which Jansky replied that
gas and tires have been removed. Schultz questioned whether it would be better to have a 4WD Tahoe
rather than a 2WD. Jansky explained that the Police Package is not available in 4WD.
Loso made a motion to replace the current patrol car ( #703) with a Chevy Tahoe. The motion was
seconded by Frank and passed unanimously.
