Park Terrace Improvement SUBMITTED BY: Administration BOARD /COMMISSION /COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: The City Council accepted the feasibility report for the proposed 2012 Park Terrace Improvement Project. BACKGROUND INFORMATION: If the Council wishes to consider moving forward with the proposed improvements to Park Terrace a public hearing must be scheduled. The hearing notice for an improvement requires published notices and mailed notice to all affected property owners. Due to the number of residents staff is proposing to conduct the hearing at the Fire Hall on April 14, 2011 at 7:00 PM. For your convenience we have prepared a proposed schedule of events. In preparing the schedule it was discovered that there is not enough time to meet required deadlines to consider any part of the improvement for construction this year. The timing is too close. Therefore, we have prepared a schedule for construction in 2012. BUDGET /FISCAL IMPACT: 2.4 M Improvement debt funded partially with special assessment, tax levy and utility rates. JOSEPH RESOLUTION 2011 -007 RESOLUTION RECEIVING REPORT AND CALLING FOR HEARING ON IMPROVEMENT Park Terrace Improvements WHEREAS, pursuant to resolution of the Council adopted on October 21, 2010, a report has been prepared by Randy Sabart of SEH with reference to proposed improvement of Park Terrace area by constructing street, curb, gutter, water, sewer and storm sewer improvements, and this report was received by the Council on March 3, 2011, and WHEREAS, the report provides information regarding whether the proposed improvement is necessary, cost - effective, and feasible; whether it should best be made as proposed or in connection with some other improvement; the estimated cost of the improvement as recommended; and a description of the methodology used to calculate individual assessments for affected parcels. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST. JOSEPH, MINNESOTA: 1. The Council will consider the improvement of such street in accordance with the report and the assessment of abutting property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of the improvement of $ 2,400,000. 2. A public hearing shall be held on such proposed improvement on the 14th day of April, 2011 at the St. Joseph Fire Hall at 7:OOPM and the clerk shall give mailed and published notice of such hearing and improvement as required by law. Adopted by the Council on the 17th day of March, 2011. Hearing notice published on April 1 and April 8 b. Notices mailed to affected property owners —week of March 28 April 21, 2011 City Council determines if the Park Terrace project will: a. Approves Resolution to design the project for constrction b. Table for additional information c. Suspend the project If the project moves forward: April 21 /May 5, 2011 City Council adopts resolution ordering improvement, Engineer begins design of Project. Project designs time — 6 to 8 weeks June /July Begin the process to determine eligibility for DEED Assessment Abatement August /September City Council reviews design and accepts the documents for bidding Sept /Oct If applicable — DEED Grant application must be submitted 2012 January /February Competitive bids are solicited February Council conducts assessment hearing Awards are announced for DEED March . City Council awards contract April /May Contract documents are prepared and project begins when weather permits 9(a):4
