Backgroundd:
Harvey Pfannnenstein, Owwner of St. Joe Meat Market has suubmitted an application tto the
Business FaççadeArchitecctural Grant PProgram. A coopy of the appplication is atttached.

The applicattion is for ann expansion oof the existinng structure 226 1Avenuue Northwestt. The
planned expaansion will inccrease the buuilding size froom 4,222 s.f. to 7,224 s.f. ((3,002 sf addiition).
In 2010 the EEDA approveed a BFA request for this project relatinng to architecctural designss. The
EDA reimburrsed the Applicant for $1,0000 of a $15,0000 invoice. TThis year’s appplication is reelated
to the actual construction of the additioon. The EDAA invited Mr. PPfannenstein to submit thee BFA
application. TThe constructtion cost is esstimated at $3350,000.
As you are aaware, the BFFA Program iss a matchinggrant is for aarchitecturalsservices and aactual
construction costs relatingg to façade rredevelopmennt or landscaape visible froom public rights of
way. The EDDA’s 2011 capital allocatioon included fuunding for BFFA Grant applications and other
revitalizationle the capitaal fund was rrecently reduuced, the remmaining balannce is
efforts. Whi
sufficient to ccover additionnal BFA appliccation.
BFA programm oversight annd authority foor grant approoval was deleegated to the EDA. The EDDA is
to review andd approve graants based onn the followingg guidelines oon a first come, first servedd
basis.
Action:
EDA consideeration of the grant application is kindly requested.

Backgroundd:
As you are aware, Harvvey Pfannennstein, Owner of St. Joee Meat Markket submittedd pre-
application foor TIF assistaance in conjunnction with thee expansion oof the existingg retail facilityy at 26
st
1AvenueNNW.
The EDA approved a mottion recommeending the City Council appprove of the conceptual uuse of
TIF for the project and authorize/direct the prooduction of a TIF plan meeting statutory
requirementss. The City Council considered the request andd EDA recommmendation at its
th
February 177 meeting. TThe City Coouncil authoriized the commpilation of the TIF plann and
associated documents.
The appropriate documennts are currently being draffted.A public hearing by thhe City Counccil has
st
been set for Thursday, AApril 21 at appproximately 7 p.m. As iss the case wwith previous ppublic
hearings, thee EDA is reqquested to aattend the EDDA meeting tto receive innformation, annswer
questions, annd provide a rrecommendattion to the Citty Council at tthe meeting.
Action:
Authorizationn/calling of jooint meeting for April 211, 2011 at aapproximatelyy 7 p.m. is kindly
requested.
