Approved solicitation of quotes for storm drain improvements
BACKGROUND INFORMATION:
In visiting with Joel Vogel (212 16'b Avenue SE) regarding the 16`h Avenue SE Improvements,
Joel reiterated frustration that he continued to experience drainage problems in his back yard. Joel
and his neighbor to the north (Pueringer) have garages in the back yard that are subject to rear
yard drainage from the abutting Liberty Point subdivision. The abutting lots in the Liberty Point
subdivision were not mass - graded due to the mutual desire to protect the stand of mature trees
between 16'' Avenue and 17`" Avenue. As such, the typical rear or side yard swales associated
with new subdivision grading were not as fully developed as might otherwise exist in a new,
mass - graded development. While efforts were made by builders during home construction along
17"' Avenue to direct drainage out to the street, the wooded back yards still generally drain to the
north.
In the fall of 2010, staff reviewed the feasibility of extending a small storm drain from the
boulevard on Baker Street E and running it south along the common plat line between Liberty
Point and the Vogel/Pueringer parcels to help relieve the accumulation of drainage. The Council
directed staff to solicit quotes from contractors that could perform the work. Two quotes from
local contractors are attached for the council's consideration.
