Dear Mike,
Thank you for the time spent today discussing with me the SAC and WAC fees
for the proposed Laundromat at 31 Minnesota St.
We discussed the options for payment of the fees for the 3 SAC and WAC units
determined to be due based upon the water usage data supplied by your
equipment supplier.
The first option is sign the Memorandum of Understanding drafted and approved
by City Council in February 2011. The terms of this agreement will allow you to
pay one unit each of SAC and WAC with a credit of .35 units at the time of permit
issuance. The balance of 2 units each will be differed for a period of one year
during which time the water usage will be monitored and the fees will be
determined on that usage using the SAC and WAC charges in effect at that time.
The number of units due could increase.
The second option is to pay for all three units calculated with the application of
the existing credit at the time of permit issuance and there will be no further
review. The total due for the three units is $17,225.00 after the credit of .35
units. The benefit of this option is that you know what your costs are before
proceeding further with your development. No surprises at the end.
You have verbally indicated this is your preferred option but you would like one
year to make the payment in full. As I indicated this option must be presented to
council for review since it modifies the terms of the original MOU approved in
February. There are no guarantees that this will be approved but it will be
presented.
You also indicated that you had to order your equipment by May 1 in order to
receive the savings. There are no guarantees that this request will be will be
able to be presented to Council before that date. The equipment must not be

installed prior to payment of the SAC and WAC fees or execution of a deferment
agreement.
At this point there can be no further work beyond what is currently done plus the
completion of the electrical service and gas meter change out.
